Notice of Eugene City Council Public Hearing Monday, September 21, 2015 at 7:30 p.m. Harris Hall -125 East 8th Street, Eugene, Oregon &IP 15-1 This is to notify you of the upcoming City Council public hearing on September 21, 2015 to consider an ordinance for a Metro Plan Amendment and Zone Change for the Rest Haven Memorial Park site (3900 Willamette Street). "Metro Plan Amendment (City File MA 15-1) to amend the Metro Plan diagram to change the adopted plan land use designation from Parks and Open Space to Low Density Residential. Zone-Change (City File Z 15-1) to rezone the site from being split zoned PL Public Land (northern portion) and R-1 Low Density Residential (southern portion) to entirely zoned R-1 Low Density Residential. The existing /WR Water Resources overlay zone will remain. Applicable Criteria The Eugene City Council will address the relevant approval criteria from Chapter 9 of the Eugene Code (EC) at EC 9.7735 and 9.8865. The criteria are available on the City's website at: www.eugene-or.gov/citycode. Testimony and evidence of those testifying should be directed toward the applicable criteria, or other criteria or land use regulations that the person testifying believes to apply to the decision. Following the public hearing, the Eugene City Council will deliberate and take action on October 12, 2015 at this same location. How to Submit Testimony 1. Send a written statement to the City Council care of Planning Division staff member Heather O'Donnell, Senior Planner, 99 West 10th Avenue, Eugene, Oregon 97401 or by e-mail to heather.m.odonnell@ci.eugene.or.us. To be included in the Council's packet, your statement must be received by the Planning Division by 5:00 pm on Monday September 14, 2015. 2. Submit a written statement between now and the public hearing to the address listed above. 3. Attend the public hearing on September 21, 2015, and state your concerns. Your spoken testimony will be recorded in the minutes of the hearing. The City Council limits the time for each speaker to three minutes. You are encouraged to submit written testimony if you have detailed comments to make. Please note: Your written comments must include your mailing address if you wish to be included on the moiling list for any future notices, including notice of decision, on this application. Additional Information and Staff Report The proposed ordinance and related project materials will be available for inspection at the Eugene Planning and Development Department, First Floor Reception, 99 West 10th Avenue, Eugene, Oregon between 9:00 a.m. and 5:00 p.m. Monday through Friday, and copies are available for a fee.
