Subject: Laurel Ridge Zone Change (Z 15-5)
Staff has reviewed the materials submitted by both the applicant and opponents during the
initial open record period. As you are aware, the applicant submitted two different legal
descriptions as Exhibit 0 and Exhibit P. These descriptions represent the proposed zone
boundaries for their new maps labeled "Metro Plan Rotated" and "Metro Plan Not Rotated."
In the event that a particular map (generated by the applicant, opponents, or other source) is
selected as part of an approval, staff recommends that a condition be added to the approval
requiring that the applicant provide a legal description reflecting the approved zoning
boundaries, subject to review and approval by the City Surveyor within the City of Eugene Public
Works Department. This review and approval should be required to ensure the veracity of the
applicant's legal description, and should be required prior to final recording of a potential new
zone boundary between PRO and R-1 zoning on the subject property.
