It is <br />the position of Laurel Hill Valley Citizens that it very definitely is not, and in fact is a <br />gross distortion of the position of known geographic referents. <br />If this is the case, as I will demonstrate it is, the application does not meet approval <br />criteria EC 9.8865(1): The proposed zone change is consistent with applicable <br />provisions of the Metro Plan. <br />For my demonstration I will use two map sheets from the applicant's zone change <br />application, specifically Sheet No. ZC-2 and Sheet No. ZC-4, copies of which are <br />included has attachments. In his methodology, the applicant says the following: <br />Fit the location of the Metro Plan Diagram on the subject property by <br />utilizing the Metro Plan Diagram referents. Kept north oriented north, <br />while aligning the Metro Plan Diagram's single black line representation <br />of 30th Avenue with the survey-located 30th Avenue centerline. Printed <br />the Metro Plan Diagram alone as Sheet No. ZC-3 -Zone Change - Adopted <br />2004 Metro Plan Diagram. Printed the Metro Plan Diagram on top of the <br />Subject Property as Sheet No. ZC-4. <br />[Show sheets] <br />The resulting combination is simply wrong. How do we know that? Note the blue <br />dotted line which represents the city limits where they appear on Sheet No. ZC-4. <br />As the city limits cross 30th Avenue the dotted blue line is well to the west of the <br />black line that represent Spring Blvd. <br />Now we know that the city limits where it crosses 30th Avenue is actually at the <br />eastern edge of the right -of-way for Spring Blvd. How do we know that?
