Envision EugeneImplementation: <br />Findings for Adoption of the South Willamette Special Area Zone <br />(City Files CA 15-1, MA 15-2, RA 15-1, Z 15-4) <br /> <br />Overview <br />The goal of this package of City-initiated land use applications is to implement the South Willamette <br />Concept Plan through the creation of a new Special Area Zone for the district. The adoption package <br />includes a combination of Metro Plan text and landuse diagram amendments, corresponding <br />refinement plan and land use code amendments, and zone changes. The overall intent of the <br />adoption packageis to establish the necessary regulatory framework as a starting point for <br />accommodating redevelopment of this area over the long-term, in order to transform the district into <br />a vibrant, multi-modal, pedestrian-friendly mixed-use neighborhood. <br /> <br />As described in the South Willamette Concept Plan, the future envisioned and now to be <br />implemented through these regulatory changes is designed to enhance the area as an attractive <br />setting for anticipated growth in housing and employment, and intensification of the district as a <br />commercial, entertainment and recreational destination. It is built upon a foundation of guiding <br />principles (i.e. “pillars”) that support the community’s 20-year growth plan, Envision Eugene. The <br />proposed regulatory changes will implement these guiding principles and related strategies, with <br />emphasis on active, compact, livable, affordable and connected urban development that enhances <br />existing districts along key transportation corridors. More specifically, these amendments are <br />necessary as part of the City’s Envision Eugene strategies to accommodate all of the future need for <br />multi-family housing (medium and high density residential) and commercial land inside the current <br />urban growth boundary (UGB) during the next 20-year planning period. <br /> <br />This package of adopted plan amendments, code amendments and zone changes includes the <br />following City-initiated land use applications: <br /> <br />Code Amendments (CA 15-1): Amends the Eugene Code, Land Use Chapter 9, to include a new <br />South Willamette Special Area Zone (S-SW) and related changes necessary to integrate the new <br />zone with existing code provisions; also implements the concurrent Metro Plandesignation <br />changes noted below. <br /> <br />Metro Plan Amendments (MA 15-2): Amends the Metro Plan land use diagram to support the <br />parcel specific implementation of proposed S-SW zone and related sub-districts and overlays, and <br />designate the area as a Multimodal Mixed-Use Area. Proposed Metro Plantext amendments will <br />also add a description for the new low-medium density residential plan designation (i.e. “Single <br />Family Options”). <br /> <br />Refinement Plan Amendments (RA 15-1): Amends the existing adopted South Willamette <br />Subarea Study land use diagram and related text necessary to implement the proposed S-SW <br />zone and related sub-districts and overlays in the northern portion of the subject area. <br /> <br />Findings - 1 <br />
