I am writing in response to your Conditional Use Permit application for a new wireless
telecommunication facility on behalf of New Cingular Wireless, PCS, LLC (AT&T) and the
property owner. Staff has reviewed your recent submitted materials, which were received by
our office on March 27, 2015.
At this time, we are willing to accept the application and subsequent materials as complete.
Within the next few weeks a public hearing will be scheduled to occur within 60 days. I will
advise you of that date a soon as possible. We will be forwarding your materials to several
outside expert review consultants. You will be invoiced for the cost of the city to retain such
consultant services per EC9.5750 (11).
Staff still has concerns with several areas of your application, which needs to be addressed as
follows:
• The photo simulations do not provide enough details to visualize the tower as it will
exist when constructed. Is it possible to supply a photograph of the proposed monopine
as it exists in another location? Staff is assuming that the applicant will be using a
company that has fabricated other similar antenna support structures. Can the name of
the company be supplied to staff? It is important for the hearing officer, staff and the
public to be able to see accurate photo details that show the monopine and how much
of the antenna array will be visible through the branches, in order to assess how the
monopine will look once constructed.
• In the letter addressed to you from Assistant Planner, Becky Taylor (dated November 4,
2014), several references were made that more clarification was needed regarding the
issue of noise from the generators. Your response letter (dated March 26, 2015),
indicates that the sound level from the generator will exceed the city's limit of 45 dBA.
You also indicate that in a follow up conversation with your sound engineer, "additional
sound control can also be added to assure that the generator meets the 45 dBA noise
level at the property lines". However, there is no indication what those mitigation
measures will be and what sound level is predicted when those measures are in place.
This information needs to be provided by an addendum to the sound report by the
acoustical sound engineer.
In the letter addressed to you from Assistant Planner, Becky Taylor (dated November 4,
2014), references to additional landscaping were made to help screen and buffer the
view of the monopine from off the property. Your letter dated March 26, 2015 states,
"additional landscaping can be added on the Tax Lot 701". It is staff's opinion that only
large trees can achieve the desired result of screening the view of the monopine. Staff
requests that you show several large pine trees (15 to 20 feet tall) strategically placed
on both Tax Lots that would provide screening and buffer the view of the monopine
from different locations.
At this point, even though we have deemed the application complete, staff has concerns that
the evidence and narrative still contain areas of concern as detailed above that need to be
addressed as indicated.
