Co-housing Development
134 E. 93 ave. Site 2 1: am writing this letter, in r.-:p~!pnrt, of the proposed. Oakleigh Meadows Co-housing
Eugene, Oregon 97409 development in. response to testimony submitted on October , 2013 by :Mr. Paul. Conte.
Phone & Fax
Mr. Conte asserts that Oakleigh Lane is classii ed as an "access lane" because the right-
541485.3215 of-way is 20 feet north of the centerline in-pl;,irug that the total right-of-way was planned
info; acre 5seng.eom to be 40 feet in width. However, there are properties that. have dedicated additional
right-ofway; tax lot 401 has dedicated additional right-of-way to 25 feet south of the
centerline and tax lots 440~O and 4500 have dedicated right-of-way to 30 feet north of the
centerline. This is a common occur-e throughout the River Road area where former
County roads have been annexed intt h City. The City's policy is not to maintain
unimproved streets, If the street were tcw be improved, additional right-of-way should be
dedmca:1ccl to match previous dedications which could then be classified as a low-volume
residential street with a 45 to 55-foot right-of=way.
Mr. Conte also tries to increase the expected trip generation of the site by using, the
number of parking spaces proposed as the number of vehicles that will generate trips.
The number of parking spaces is not necessarily equal to the number of vehicles in use
by the site - many are set aside for guests and are not relevant to the peak hour or average
daily traffic generated, The Ninth Edition of the 11IS"itute ()fTransportation Engineers
Trip Generation Manual on page 393 of olun:c 2 taw Lhal "the number of dwelling
units was generally used as the independent variable of chc):ce because it is usually
Transportation Enineering
readily available, easy to project, and had a high corm•elation with average weekday
Traffic Uesign vehicle trip ends,"
Trip Generation
The TTE trips generated by the site will be 28 unitti times 0.52 trips/peak hour or fly peak
kccess M.inaganent -
hour trips and 28 units times 5.81 of-1 ;D cl<mi triPs.
