Slocum Orthopedics Page 9 of 9 <br />Standards Review – Written Statement <br />July 2,2026 <br /> <br /> <br /> <br /> <br />The Satre Group • 375 West 4th Avenue, Suite 201, Eugene, OR 97401 • (541) 686-4540 • www.satregroup.com <br /> <br />Finding: There is no proposed work within the channel and therefore no repair or reconstruction of the <br />channel will be necessary. <br /> <br />(10) Removal of Materials Harmful to Water Quality. All refuse, toxics, fill, unauthorized auto bodies, or similar <br />materials located within the /WQ Management Area that are harmful to water quality or that limit the <br />filtration of pollutants from runoff that flows across the /WQ Management Area shall be removed. <br /> <br />Finding: The area had previous transient activity debris visible and the applicant has removed all material <br />that is harmful to the water quality. The applicant will maintain the area after completion of the stormwater <br />conveyance system. <br /> <br />(11) Protect Management Area During Construction. Prior to engaging in the use authorized under EC <br />9.4780(3), the applicant shall demarcate the /WQ Management Area setback area by a prominent and <br />continuous protective feature indicating a “No Disturbance Area.” No site preparation, including but not <br />limited to vegetation removal, may take place within 50 feet of the /WQ Management Area, until the city <br />has verified the required demarcation. <br /> <br />Finding: The area has been demarcated, and the City is aware of the demarcation. The applicant has <br />begun construction in the non-WQ areas. <br /> <br /> <br />I. IN CONCLUSION <br />Based on the information and findings contained in this written statement, associated exhibits, plans, <br />and revegetation plan, the proposed Orthopedic Center project meets the Standards Review criteria of <br />approval contained in the City of Eugene Code.
