<br /> <br />Crow Road Subdivision – City of Eugene <br />Type II Tentative Subdivision <br />June 2026 <br />Page 2 <br /> <br />I. Executive Summary <br />GSC Investments (Applicants) is submitting this application for a phased Subdivision, Tentative Plan. The <br />Crow Road Subdivision represents a residential community planned on ±38.15 acres in the City of Eugene <br />(City). The subdivision is consistent with the City’s Comprehensive Plan and forecasted zoning and includes <br />212 residential lots that are intended to accommodate future single-family detached and single-family <br />attached (townhouses) homes. A variety of lot sizes and housing options are planned throughout the <br />project, appealing to a broad spectrum of future residents. <br />The site was included in a recent annexation by the City to provide additional buildable residential land. <br />A City Capital Improvement Project (CIP) is planned in 2027 that will extend necessary infrastructure <br />service along W 11th Avenue and Crow Road to support the City’s Housing Implementation Pipeline and <br />further set the stage for new housing in this area. A separate Lot Validation application for this property <br />was recently approved by the City (LV 26-01), which demonstrates that the subject property is a legal lot. <br />The subdivision will take primary access from Crow Road and provide an internal network of new local <br />streets, public sanitary sewer, water, and franchise utilities. Street stubs are provided along the site’s <br />eastern and southern boundaries for future neighborhood connectivity. Half-street right-of-way <br />improvements along the site’s Crow Road frontage are planned to be provided, including new asphalt, <br />planter strip, and sidewalk. <br />The site is identified to be within the /WP overlay zone, and the WP area is planned to be preserved within <br />open space tracts A, D, and F, totaling approximately 22 percent of the total site area. This application is <br />prepared to follow clear and objective housing criteria pursuant to EC 9.8520 and will not be reviewed <br />using the expedited land division procedure (EC 9.7900). <br />This application includes the City application forms, written materials, and preliminary plans necessary for <br />City staff to review and determine compliance with the applicable approval criteria. The evidence is <br />substantial and supports the City’s approval of the application. <br />II. Site Description/Setting <br />The ±38.15-acre property (Tax Lot 5000 of Lane County Assessor’s Map 17043200) is within the Urban <br />Growth Boundary (UGB), located south of Crow Road. The approximate northern third (±10.83 acres) of <br />the parcel is zoned for Medium-Density Residential (R-2) while the approximate southern two-thirds <br />(±27.32 acres) are zoned for Low-Density Residential (R-1). The site has an existing residential dwelling, <br />associated outbuildings, and improvements in the southern portion of the site that are planned to be <br />removed. The site topography is generally flat, with steep slopes being found in the southeast corner of <br />the property. Surrounding properties to the east, west, and north have similar R-1 and R-2 zoning <br />designations and are within the City. The City’s UGB abuts the southern boundary; therefore, properties <br />to the south are outside city limits but within the City of Eugene urban reserves. <br />III. Applicable Review Criteria <br />This application involves the development of land for housing. Oregon Revised Statutes (ORS) 197A.400(1) <br />states that a local government may apply only clear and objective standards, conditions, and procedures <br />regulating the provision of housing, and that such standards, conditions, and procedures cannot have the <br />effect, either in themselves or cumulatively, of discouraging housing through unreasonable cost or delay.
