West 5th Avenue Development 5 <br />Modification to Site Review: Written Statement <br />June 5, 2026 <br /> <br /> <br />Schirmer Consulting, LLC · PO Box 10424, Eugene, OR 97440 · (541) 234-5108 <br />Landscape Architecture + Land Use Planning <br /> <br />This condition of approval was met with the first Site Review application as evidenced by <br />the recorded Performance Agreement. This modification does not alter the approved <br />gravel parking area. This condition of approval is met. <br /> <br />(2) The Proposed modification will result in insignificant changes in the physical appearance of <br />the development, the use of the site, and impact on surrounding properties. <br />The proposed modification replaces an approved one-story studio dwelling with a two-story <br />studio dwelling while reducing the building footprint from approximately 526 square feet to <br />428 square feet. The proposed use of the structure remains unchanged as a studio <br />dwelling/residential use, resulting in no change in occupancy, traffic, parking demand, or <br />other site impacts. Although the building height is increased, the overall building mass <br />remains modest and compatible with surrounding residential development. All nearby <br />buildings, whether residential or commercial use are 2 story buildings. The smaller footprint <br />reduces site coverage and maintains additional open area on the site.
