Our <br />geotechnical services were authorized by Ms. Nora Cronin, Director of Real Estate Development with DevNW, on <br />March 9, 2026, by signing our Proposal No. 10-260131-P-R2, with a revised date of March 6, 2026. <br /> <br /> <br />1.2 Project and Site Description <br /> <br />Our current understanding of the subject project is based on an email from Nir Pearlson with Aligned Architecture <br />with an attached conceptual site, received in our office on January 16, 2026. <br /> <br />• Topographic Site Plan, prepared by Aligned Architecture, entitled Site Plan, DEVNW Floral Hill CLT, <br />Project Address Taxlot 18030442 -02300, Conceptual Design, 1/15/2026, Project #2344. <br />• Architectural Site Plan, prepared by Aligned Architecture, entitled Site Plan, DEVNW Floral Hill CLT, <br />drawing sheet A001, dated 3-2-26, stamped “Progress Drawings Not For Construction”. <br />• Floral Hill Access Map, provided by Mr. Lonstron, indicating site borders with red lines and site access <br />easement location from Riverview Street. <br />• Phase 1 Environmental Site Assessment, prepared by Environmental Research & Assessment, LLC, <br />entitled, Phase 1 Environmental Site Assessment, 2725 Floral Hill Drive, (approx. address), Eugene, <br />Oregon, dated November 17, 2025. Provided by Luke Lonstron with DevNW. <br /> <br />Based on the Architectural Site Plan, provided to us on March 3, 2026, we understand DevNW is planning the <br />construction of six (6) townhouses and 16 SUD’s on the subject property (see Figures 2 and 3 below). The <br />Architectural Site Plan indicates new paved roads (one of which will be a public road), proposed point elevations <br />of the roads and structures, and three (3) assumed locations for retaining walls are also planned as part of the <br />development - west of townhouse #6, west of townhouses #3 and #4, and between townhouses #1 and #2 and <br />Floral Hill Drive. <br /> <br />Based on the topographic site plan, the current site elevations range from approximately 532 to 610 feet above <br />mean sea level, down-sloping to the east-southeast. On the date of our site investigation, March 20, 2026, the <br />west edge of the development was bordered by Floral Hill Drive. The site was bordered to the north and south <br />by developed residential properties, and to the east by an undeveloped parcel of land, and developed residential <br />properties along the west side of Riverview Street. The site currently is generally down-sloping, west to east, <br />from Floral Hill Drive. Based on the topographic site plan and our visual site observations, the west edge of the <br />site along Floral Hill Drive ranged from about 612 feet at the northwest corner to 594 feet at the northeast corner <br />(see Photo 1 below). Along Floral Hill Drive, the site slopes steeply down at about 30 degrees, and drops in
