When a street segment right-of-way width is not <br />designated on the Street Right-of-Way map, the required street width shall be the minimum <br />shown for its type in Table 9.6870 Right-of-Way and Paving Widths. Based on adopted plans and <br />policies, adopted "Design Standards and Guidelines for Eugene Streets, Sidewalks, Bikeways, <br />and Accessways,' or other factors which, in the judgment of the planning and public works <br />director necessitate a greater street width . . . . <br /> <br />Floral Hill Drive is not designated on the Street Right-of-Way map and is considered a low <br />volume residential street. Table 9.6870 indicates a low volume street has a right of way width of <br />45’ – 55’ and a paving width of 20’ – 28’. <br />The current right-of-way width is 40’. The current paving width is 18’. The street does not meet <br />the right-of-way width and paving width standards set forth in Table 9.6870. A 2.5 foot right-of- <br />way dedication is proposed. <br /> <br />Street B is the dedicated public street. It is designed as an Access Lane. Table 9.6870 indicates <br />an access lane has a right of way width of 40’ – 45’ and a paving width of 21’ – 28’. The proposed <br />right of way width is 40’ and the paving width is 21’. The street meets right of way and paving <br />standards set forth in Table 9.6870. <br /> <br />EC 9.6873 Slope Easements <br />No slope easements are proposed. <br /> <br />EC 9.6875 Private Street Design Standards <br />Private streets, when permitted under EC 9.6815(2), shall be designed and constructed in <br />accordance with applicable requirements for private streets contained in the “Design Standards <br />and Guidelines for Eugene Streets, Sidewalks, Bikeways and Accessways”. <br />The private streets, Streets A and C, will be designed to the same standards as public streets <br />with respect to intersection configuration and minimum centerline radius length. <br /> <br />(c) EC 9.6500 through 9.6505 Public Improvement Standards <br /> <br />EC 9.6500 Easements. <br />(1) The city may require the dedication of easements for wastewater sewers and other public <br />utilities, and for access thereto for maintenance, of a sufficient width to meet the intended <br />use, provided the city makes findings to demonstrate consistency with constitutional <br />requirements. <br />Public wastewater and stormwater lines are proposed within the development site. There is a <br />proposed PUE on this property and dedicated on adjacent properties (Tax Lots 1600 and <br />1700), so these public utilities can connect to public utilities in Riverview Street. <br /> <br />(2) Easements may be required along lot or parcel rear lines or side lines, or elsewhere as <br />necessary to provide needed facilities for present or future development of the area. <br />See Site Plan for location of proposed utility easements. <br />
