Floral Hill Terrace Subdivision <br />Tentative Subdivision – Written Statement 10 <br />May 15, 2026 <br /> <br /> <br />Schirmer Consulting, LLC · PO Box 10424, Eugene, OR 97440 · (541) 234-5108 <br />Landscape Architecture + Land Use Planning <br />(h) For applications proposing housing to be reviewed with clear and objective approval <br />criteria, exceptions to street connectivity standards may be granted if one of the following <br />conditions exists: <br />3. Provision of public street connection would require dedication of 25 percent or more <br />of the total development site area; <br />The proposed streets constitute a dedication of 25% of the development site. An <br />additional public street connection to the east would increase this dedication to over <br />25%. <br />An exception is requested. <br /> <br />EC 9.6820 Cul-de-Sacs or Emergency Vehicle Turnarounds. <br />(1) Except for streets that are less than 150 feet long and streets that will be extended in the <br />future, all streets that terminate shall be designed as a cul-de-sac bulb or an emergency <br />vehicle turnaround. <br />See Site Plan for emergency vehicle turn around. A hammerhead turnaround is proposed for <br />Streets A and B and there is a turnaround at the intersection of Streets B and C. <br /> <br />(2) If a street will be extended in the future, a temporary easement shall be provided and an <br />emergency vehicle turnaround shall be constructed. <br />See Site Plan for emergency vehicle turn around. A hammerhead turnaround is proposed for <br />Streets A and B and there is a turnaround at the intersection of Streets B and C. <br /> <br />(3) There shall be no cul-de-sacs more than 400 feet long from the centerline of the intersecting <br />street to the radius point of the cul-de-sac bulb. <br />No cul-de-sacs are proposed. <br /> <br />(4) Public accessways to provide safe circulation for pedestrians, bicyclists and emergency <br />vehicles shall be required from a cul-de-sac or emergency vehicle turnaround longer than <br />150’ in length when measured from the centerline of the intersecting street to the radius point <br />of the cul-de-sac or to the center point of the emergency vehicle turnaround. <br />Public access ways (sidewalks) have been provided on all proposed private and public <br />streets for pedestrians and cyclists. See Site Plan. <br /> <br />(5) As part of a Type II or Type III process, an exception may be granted to the requirements of <br />(1), (3) and (4) of this section. For application proposing housing to be reviewed with clear <br />and objective approval criteria, exceptions may only be granted as provided in subparagraph <br />(c). <br />This application is being reviewed with clear and objective approval criteria. No exception is <br />requested. <br /> <br />EC 9.6830 Intersections of Streets and Alleys. <br />(1) Angles. <br />(a) Streets and alleys shall intersect one another at an angle as near to a right angle as is <br />practicable considering topography and previous adjacent layout. <br />The proposed Street B intersects Floral Hill Drive at a right angle. Proposed Street A <br />intersects Street B as close to a right angle as topography allows. Proposed Street C <br />intersects Street B at a right angle. <br /> <br />EC 9.6835 Public Accessways <br />(1) The city shall require within the development site the dedication to the public and <br />improvement of accessways for pedestrian and bicyclist use to connect the development site <br />to adjacent cul-de-sacs or to an adjacent site that is undeveloped, publicly owned, or <br />developed with an accessway that connects to the subject site, provided the city makes <br />findings to demonstrate consistency with constitutional requirements. Public accessways <br />shall conform to design standards for accessways contained in the “Design Standards for <br />Eugene Streets, Sidewalks, Bikeways and Accessways”.
