<br /> <br />May 11, 2026 <br /> <br />TREE TOP HISTORIC ZONE CHANGE <br />Map 18-03-04-23, Lot 01400 <br /> <br />WRITTEN STATEMENT <br />In accordance with EC 9.3020, Criteria for establishment of an S – Special Area Zone and EC 9.3030. <br />Required provisions of a Special Area Zone Ordinance, the applicant, Bill & Leslie Cornog Living Trust, is <br />requesting that the City of Eugene review this zone change request and determine that the proposal <br />complies with the approval criteria and the requested zone change can be approved. To aid Eugene staff <br />in this endeavor, the following information is provided. <br /> <br />I. THE SITE AND EXISTING CONDITIONS <br />A. Planning Context <br /> The site is currently zoned Low Density <br />Residential (R-1) and is not subject to any <br />overlay zoning districts. No refinement plan <br />applies to the property. However, the site is <br />located within the boundaries of the Fairmount <br />Neighborhood Association in Eugene. The R-1 <br />zoning district includes specific development <br />standards, and properties within the Fairmount <br />area are often subject to heightened <br />neighborhood interest and scrutiny. <br /> <br />The applicant is proposing a zone change for the <br />Tree Top Historic House from its current R-1 <br />designation to S-Area Tree Top Historic Zone. <br />Additional information regarding the subject tax <br />lot and its characteristics is provided in the report <br />below. <br /> <br /> <br /> <br />B. Subject Site <br />The single tax lot is addressed as 2237 Spring <br />Blvd. and takes primary access from Spring <br />Boulevard. The property is located on the north <br />and east sides of Spring Boulevard, south of <br />Fairmount Boulevard, and on the west side of a <br />smaller segment of Fairmount Boulevard in <br />Eugene. It is identified as Map No. 18-03-04-23, <br />Tax Lot 1400. <br /> <br />The site is approximately 1.5 acres in size and is <br />currently developed with a primary residence <br />(the Tree Top Historic House), a detached <br />garage/carriage house, and a small pool. <br />Properties abutting the site on all sides are <br />developed with large-lot single-family residential <br />uses, consistent with the surrounding <br />neighborhood pattern. <br /> <br /> Subject Property <br /> RLID January 2026 <br /> <br /> <br />
