Duke Commons: A Bushnell University Project Page 23 of 23 <br />Site Review Application: Written Statement <br />May 11, 2026 <br /> <br /> <br /> <br />Schirmer Consulting, LLC · PO Box 10424, Eugene, OR 97440 · (541) 234-5108 <br />Landscape Architecture + Land Use Planning <br /> <br />The proposed development is designed to be compatible with the surrounding area and to <br />function as a cohesive, well-integrated site. Building placement, access, and open space are <br />organized to support a pedestrian-centric environment while maintaining safe and efficient <br />circulation for all users. <br /> <br />Landscaping will compliment, surround and be incorporated into the south facing plaza area. <br />The development site is conveniently bordered by the historic Mill Race, a natural feature of the <br />area. A bridge is proposed to cross the Mill Race and connect the property to the south, also <br />owned by Bushnell University. In this manner a good number of Bushnell University students will <br />be able to safely entre the site from the south and be a greater distance from vehicles on Alder <br />Street. <br /> <br />The building occupies a compact footprint that maximizes usable open space and reinforces the <br />urban, high-density residential context. A south-facing plaza provides a focal gathering space <br />and connects directly to Alder Street, Alder Alley, adjacent properties, and, via a proposed <br />bridge, to areas across the Mill Race. These connections establish clear, efficient, workable <br />and safe relationships among buildings, circulation, open space and landscaped areas, <br />while supporting pedestrian and bicycle movement. <br /> <br />Vehicular access is limited to Alder Alley and is primarily for service and delivery purposes, <br />minimizing conflicts with pedestrian activity. This approach supports safe and efficient ingress <br />and egress primarily for pedestrians and bicyclists. <br /> <br />The proposal incorporates preservation of existing street trees and the historic Mill Race, <br />maintaining established neighborhood character and recognizing the value of existing natural <br />features. Additional site design elements, including ornamental paving and landscaping, <br />contribute to a cohesive and pedestrian friendly environment. <br /> <br />Stormwater management will be provided in accordance with applicable City standards, ensuring <br />adequate provision for floor control and storm drainage. Any signage and site lighting will be <br />designed to be compatible in scale and character with the development and surrounding area, <br />consistent with applicable code requirements. <br /> <br />The considerations reflected in these criteria are addressed in a comprehensive and updated <br />manner through the applicable provisions of Chapter 9 of the Eugene Code. Compliance with the <br />current Chapter 9 standards ensures that issues such as compatibility, circulation, open space, <br />infrastructure, and public safety are fully evaluated and addressed.
