Duke Commons: A Bushnell University Project Page 16 of 23 <br />Site Review Application: Written Statement <br />May 11, 2026 <br /> <br /> <br /> <br />Schirmer Consulting, LLC · PO Box 10424, Eugene, OR 97440 · (541) 234-5108 <br />Landscape Architecture + Land Use Planning <br />No streets or alleys are proposed in the development site. <br /> <br />(b) The developer shall pave streets and alleys adjacent to the development site to the <br />width specified in EC 9.6870 Street Width, unless such streets and alleys are <br />already paved to that width, provided the City makes findings to demonstrate <br />consistency with constitutional requirements. <br /> <br />Alder Street is classified as a major collector. Table 9.6870 lists the right of way <br />width for this type of road as 60’ – 75’. The paving width is listed as 32’ – 44’. Alder <br />Street right of way is currently 52’ – 63’ and the paving width varies from 28’ – 29.5’. <br />Alder Street is a fully improved one way street, with mature street trees, street <br />lights, curbs, gutters, sidewalks, park strips, parking and a 2 way bike lane. <br />Additionally, just south of the property Alder Street crossed the Mill Race over a <br />bridge that is also fully improved with items listed above, <br /> <br />Alder Street occasionally meets the right of way width standards and not the paving <br />width standards. <br /> <br />Alder Alley is classified as an alley. Table 9.6870 lists the right of way width for a <br />primary access alley as 20’. The paving width is listed as 20’ as well. Alder Alley is a <br />30 foot wide right of way with 30’ of paving. Alder Alley exceeds both the right of <br />way standards and the paving standards. <br /> <br />(c) The standard at (3)(b) may be adjusted if consistent with the criteria of EC <br />9.8030(19). <br />The applicant meets the criterion. No adjustment is requested. <br /> <br />(4) Sidewalks. Sidewalks shall be located, designed and constructed according to the <br />provisions of this land use code, the Design Standards and Guidelines for Eugene <br />Streets, Sidewalks, Bikeways and Accessways, construction and design standards <br />adopted pursuant to Chapter 7 of this code, and other adopted plans and policies. <br />There are sidewalks on both sides of the street. No new sidewalks are proposed. <br /> <br />(5) Bicycle Paths and Accessways. Bicycle Paths and Accessways shall be designed and <br />constructed according to provisions of this land use code, the Design Standards and <br />Guidelines for Eugene Streets, Sidewalks, Bikeways and Accessways, construction and <br />design standards adopted pursuant to Chapter 7 of this code, and other adopted plans <br />and policies. <br />There is an existing bike path on the east side of Alder Street. <br /> <br />(c) EC 9.6706 Development in Flood Plains through EC 9.6709 Special Flood Hazard Areas – <br />Standards. <br />EC 9.6705 Development in Flood Plains – General <br />(2) Compliance. All development within special flood hazard areas is subject to the terms of <br />EC 9.6705 to 9.6709 and required to comply with its provisions and all other applicable <br />regulations. <br />Development site is not in a floodplain.
