Duke Commons: A Bushnell University Project Page 14 of 23 <br />Site Review Application: Written Statement <br />May 11, 2026 <br /> <br /> <br /> <br />Schirmer Consulting, LLC · PO Box 10424, Eugene, OR 97440 · (541) 234-5108 <br />Landscape Architecture + Land Use Planning <br />also intended to provide a limited range of non-residential uses to help provide services for <br />residents and enhance the quality of the high-density residential area. <br /> <br />The proposed development is consistent with the purpose and intent of the R-4 High-Density <br />Residential zone. <br /> <br />The R-4 zone is intended to support a dense living environment while allowing a limited <br />range of non-residential uses, like this proposed use, that serve the university residents and <br />enhance livability. The proposed student union building functions as a supporting amenity to <br />the Bushnell University residential population. The campus is small in nature and all <br />buildings are walkable from all other buildings. This building will provide spaces for study, <br />gathering, food service, and community-oriented activities. These services are consistent <br />with the intent to enhance the quality of life within a high-density residential area. <br /> <br />The scale and function of the building are designed to complement, rather than compete <br />with, the residential character of the zone. The use is not a general commercial destination <br />but instead serves a localized population and is integrated into the surrounding <br />neighborhood context. <br /> <br />The proposal will be served by existing urban services, including public streets and <br />sidewalks, bike paths, utilities, and transit. The prior development, which has since been <br />removed was a large building housing a fraternity, and a small residential building. The site <br />is already served by public facilities and services. <br /> <br />This is a neighborhood primarily of Bushnell University students and University of Oregon <br />students. By providing a resident-serving, community-oriented use within a high-density <br />residential area, the proposal advances the intent of the R-4 zone to create a livable, <br />service-supported, and cohesive neighborhood. <br /> <br />EC 9.2740 Residential Zone Land Use and Permit Requirements. <br />The following category describes the use in the development site according to the use table <br />in this section. The proposed use is an allowed use requiring Site Review approval. <br />Educational, Cultural, Religious, Social and Fraternal <br />University or College <br />Site Review required. <br /> <br />EC 9.2750 Residential Zone Development Standards <br />Maximum Building Height. (3) <br />The maximum building height for the base zone of R-4 is 120 feet. The proposed building is <br />less than 50 feet in height. <br /> <br />(3) Building Height. <br />(a) Except as provided in (b) and (c) below, in the R-3 and R-4 zone, the maximum <br />building height shall be limited to 30 feet for that portion of the building located within <br />50 feet from the abutting boundary of, or directly across an alley from, land zoned R- <br />1. <br />The proposed building is not located within 50 from the abutting boundary of, or <br />directly across an alley from, land zoned R-1.
