Response: The access point for the subject property is not located within five feet of an <br />existing alley. This criterion is not applicable. <br /> <br />2) Access Connections to Arterial and Major Collector Streets. In addition to the standards set forth <br />in this EC 7.420(1), access connections to arterial and major collector streets shall be located in <br />accordance with the following standards. <br /> <br />Response: The subject property is not located on an Arterial Collector or a Major Collector <br />Street. This criterion is not applicable. <br /> <br />3) Access Connections to Local and Neighborhood Collector Streets. In addition to the location <br />standards set forth in EC 7.420(1), access connections to local and neighborhood collector streets <br />shall be located in accordance with the following standards: <br />a) Lots and parcels at intersections shall have the access connection begin no less than 20 feet from <br />the end of the radius of the curb, or 20 feet from the property corner if there is no curb. <br /> <br />Response: The subject property is not located at an intersection. This criterion is not <br />applicable. <br /> <br />b) A safety island of not less than 22 feet of full height curb shall in all cases be provided between <br />access connections under one ownership. <br /> <br />Response: There proposed panhandle driveway serving the existing dwelling on Parcel 2 will <br />comply with panhandle standards; this criterion does not apply. <br /> <br />g) EC 9.6750 Special Setback Standards <br /> <br />Response: Kourt Dr. maintains a 50’ ROW, meeting the minimum Right-of-Way width of 40’- <br />55’, and not requiring any special setback standards. No special setbacks are proposed; this <br />criterion is not applicable. <br /> <br />h) EC 9.6775 Underground Utilities <br /> <br />Response: All utilities are located underground unless they are existing and legally <br />established to above ground utility service. All future utilities will comply with EC 9.6775. <br /> <br />i) EC 9.6780 Vision Clearance Area <br /> <br />Response: The subject property does not have any street corners that require triangular <br />vision clearance areas. <br /> <br />j) EC 9.6791 through 9.6797 regarding stormwater flood control, quality, flow control for headwaters <br />area, oil control, source control, easements, and operation and maintenance. <br /> <br />9.6791 (3) Stormwater – Flood Control Standards. <br />a) Stormwater flood control facilities shall be designed and constructed according to adopted plans <br />and policies, and in accordance with standards in EC Chapters 6 and 7, and the stormwater flood <br />control provisions and the facility design requirements set forth in the Stormwater Management <br />Manual. <br /> <br />b) Based on the Rational Method flow calculation, stormwater runoff from the development site for <br />the flood control design storm shall be: <br />1.
