(b) Output from all other light sources shall be no more than an average maintained <br />luminance of 0.9 foot-candle at grade. <br />(c) All lighting fixtures shall be designed to direct light downward to areas intended <br />for human use after dark, and shall be shielded such that light shining toward /WR <br />conservation areas is minimized to the maximum extent practicable. <br />The applicant states that only required street lighting is proposed, and all fixtures will be <br />directed downward and away from the /WR resource. Street lighting is required to illuminate <br />the area for human use of the street and sidewalk after dark (i.e. pedestrian, cyclists, and <br />vehicle parking). The standard uses the term "outdoor area" providing the context that the <br />areas are intended to be used for activities, trails and bicycle paths which further reinforces the <br />notion that the standard does not contemplate street lighting. Because the proposed street is <br />allowed, subject to the Standards Review approval, the street lighting in the /WR conservation <br />area is subject to the above standards. While street lighting is not directly addressed, it does <br />not fall under the purview of (8)(a) above, but does warrant compliance with (8)(b) and (8)(c). <br />To ensure the applicant provides lighting that complies with the standards above, the following <br />condition is warranted: <br />9. Prior to final plat approval, the applicant shall add a note to the final site plans that <br />states, "All lighting within the /WR Conservation Area shall meet the lighting standards <br />under EC 9.4980(8)(b) and EC 9.4980(8)(c)." <br />Based on the above findings and condition of approval, this standard will be met. <br />(9) Trails. Within the /WR conservation area, trails shall be constructed of gravel, wood <br />chips or other pervious material, unless otherwise approved by the city manager or <br />decision -maker. Trail construction shall involve the least removal of native vegetation <br />practicable for the area and the minimum amount of fill or excavation practicable. <br />This standard does not apply to the applicant's request because the proposal does not include <br />any trails. <br />(10) Stream and Channel Crossings. Bridges or other structures that cross streams or <br />wetlands within the /WR conservation area or areas removed from the /WR <br />conservation area shall be constructed so that water flow, vegetation growth and <br />movement of aquatic animals and water dependent wildlife are impeded to the least <br />extent practicable. To meet this standard, bridges and crossings shall include, but are <br />not limited to, applicable items from the following list: <br />(a) Bridges across Category A or Category B streams as identified in the Goal 5 Water <br />Resources Conservation Plan shall, where practicable, be designed to avoid <br />channel constriction when flows reach the top of high bank.
