trees for replanting. However, only Meadow Barley is listed in the City's adopted Goal 5 plant list (Native and Non -Native Plant List, Exhibit F to Ordinance No. 20351) as appropriate for this area. To ensure that grass and tree species are selected in accordance with the Goal 5 plant list, the following condition is warranted: 3. Prior to site plan approval, the applicant shall submit a revised final site plan that includes tree and plant species that are selected from the Native and Non -Native Plant List, Exhibit F to Ordinance No. 20351. Based on the above findings and condition of approval above, this standard will be met. For ease of reference, Exhibit F to Ordinance No. 20351 is included as Attachment B. (b) Planting or replanting within 25 feet of a Category B, C, or D stream within the /WR conservation area shall include native tree or large shrub species and located so as to provide substantial shading of the channel during times of peak solar input. As discussed above and conditioned at 3(a), only native plants and trees will be planted in the conservation area. The area for proposed tree planting is to the immediate west where the stream channel enters the existing underground culvert and will provide shade to a portion of the channel during the afternoon hours. The small strip of Conservation Area between the property line and the south edge of the public improvements does not warrant planting of trees given that the extent of the channel at this location is within a culvert. Based on these findings, the proposal is consistent with this standard. (c) Where non-native or damaged trees are removed within 25 feet of a Category B, C, or D stream within the /WR conservation area, they shall be replaced with native tree or large shrub species and located so as to achieve equal or greater shading of the channel during times of peak solar input as the trees removed. The three existing non-native trees that were removed were located between 35 and 45 feet from the actual stream. The four proposed replacement trees will be located approximately 10 to 20 feet closer to the stream. The increase in the number of trees, location and closer proximity to the Goal 5 resource will increase the amount of shade to the stream and conservation setback area during afternoon hours. Based on these findings, the proposal is consistent with this standard. (d) Replanting of areas cleared of existing vegetation must be completed within 90 days following the removal or clearing, unless otherwise approved by the planning director. The applicant indicates planting will be scheduled based on seasonal timing and plant availability to ensure optimal restoration success.
