The subject property is approximately .36 acres (15,682 sq. ft.) in size and is zoned R-1 Low - <br />Density Residential. It is located within the Harlow Neighborhood of Eugene, north of the <br />Highway 1-105, in an area that is developed with low -density residential uses. In the broader <br />vicinity, Holt Elementary School and North Park Community Church are approximately %2-mile <br />northeast, Monroe Middle School and St. Paul Catholic Church further north, and a variety of <br />commercial development and services around Coburg Road are approximately a mile to the <br />west. <br />The subject property abuts Sunshine Acres Drive to the east. Proposed Middle Housing Lot 1 <br />Parcel 1) is 6,160 square feet, contains one existing dwelling unit, and has frontage on <br />Sunshine Acres Drive. Proposed Middle Housing Lot 2 (Parcel 2) is 3,707 square feet, is currently <br />vacant, and will have frontage on Sunshine Acres Drive. Proposed Middle Housing Lot 3 (Parcel <br />3) is 5,819 square feet, is currently vacant, and will have access to the street via a variable <br />width access easement that connects to Sunshine Acres Drive. The subject is bordered on the <br />North, South, and West by parcels that are developed with single -unit residences. <br />Additional details of the proposal are included in the applicant's written statement and <br />supporting documentation, all of which are included as part of the public record and located in <br />the application file for reference. <br />What is a Middle Housing Land Division: A Middle Housing Land Division is a process to create <br />Middle Housing Lots, each of which contains a single unit of middle housing within a middle <br />housing development (e.g. one dwelling unit in a triplex). This allows for the sale of individual <br />units in a Middle Housing development, which will serve to expand home ownership <br />opportunities. A Middle Housing Land Division can occur before, during, or after the <br />construction of the middle housing itself. In this case, a single family dwelling exists that will be <br />reidentified as one of the three triplex units. Any Middle Housing developed in Eugene must be <br />constructed in accordance with the applicable development standards. <br />A Note on Terminology: Eugene Code Section 9.0500, Definitions, defines a "Middle Housing <br />Lot" as "A lot or parcel created through a middle housing land division." Middle Housing Land <br />Division is the only codified process through which Middle Housing Lots can be created. <br />However, for platting purposes, two different terms, "lot" and "parcel," are used, depending on <br />the number of lots proposed. The term "lot" is used when units of land are created through the <br />Subdivision process, which is used to create four or more units of land. The term "parcel" is <br />used when units of land are created through the Partition process, which is used to create three <br />or fewer units of land. <br />In this case, the proposal will result in three Middle Housing Lots, which for platting purposes <br />will be referred to as "parcels" on the final plat. For consistency throughout this decision, the <br />term "Middle Housing Lot" is synonymous with "middle housing parcel," and the terms are <br />used interchangeably in the context of this Decision. <br />December 2025 Findings & Decision: 310 Sunshine Acres (MHT 25-33) Page 2 of 13
