15th and High Street 6-plex Page 7 of 11 <br />Adjustment Review Application: Written Statement <br />January 14, 2026, revised: March 4, 2026 <br /> <br />Schirmer Consulting, LLC · PO Box 10424, Eugene, OR 97440 · (541) 234-5108 <br />Landscape Architecture + Land Use Planning <br />The applicant proposes to remove the existing building and construct two triplexes—one on each lot—served by a <br />shared driveway. Given the limited size of the site, a single consolidated access serving all six units represents the <br />most efficient and functional site design. <br /> <br />Currently, the site contains approximately 38 feet of driveway access in 2 access points that requires all vehicles to <br />back onto the public right-of-way. The proposed design replaces these multiple access points with one 20-foot-wide <br />shared driveway, allowing vehicles to exit the site in a forward motion. This consolidation improves safety, reduces <br />curb cuts, and creates a safer access configuration while supporting the development of needed housing on a <br />constrained urban lot. <br /> <br />Fronting the development site on High Street is a protected bikeway where bikes are more protected from vehicles <br />traveling on High Street than they otherwise would be. It is somewhat an illusion of safety since there are no physical <br />barriers to prevent cars from crossing into the bike lane. <br /> <br />The site is constrained in size, and a single shared access from High Street provides the most efficient and functional <br />solution for this development. Locating the access on East 15th Avenue would eliminate one buildable housing unit, <br />directly reducing the site’s housing capacity. The proposed access location minimizes impervious surface area, <br />preserves usable site area for housing, and provides safe access for residents, service vehicles, and emergency <br />response. <br /> <br />The application requests an adjustment to the city code standards for the East 15th Avenue and High Street 6-plex <br />development, a residential housing development project, to provide access off the street with the higher classification. <br />This Adjustment Review will address the distance from the proposed access to the intersection at East 15th Avenue <br />and High Street and the distance from the proposed access to the existing access to the south. <br /> <br />Site Context <br />Both East 15th Avenue and High Street are comprised of a mix of single unit dwellings, multi-unit dwellings and small <br />commercial buildings. Lots or parcels with frontages on major collectors and/or arterial streets must meet the access <br />connection standards applicable to major collectors and/or arterials located in EC 7.420(2). <br /> <br />The intersection of High Street and East 15th Avenue is considered a partially controlled <br />intersection. There are stops signs on either side of the intersection for traffic entering High Street <br />from East 15th Avenue. <br /> <br />EC 7.420(2)(a)2. Influence areas of partially controlled intersections shall be based on the street <br />classification as set out in the chart below. The influence area for the primary street shall be <br />measured from the centerline of the secondary street, the influence area for the secondary <br />street shall be measured from the centerline of the primary street. If the intersecting streets <br />have the same street classification, both streets are considered primary streets.
