Cyclists and pedestrians will be moving at slower speeds. <br />There is ample unobstructed view for vehicles, pedestrians and cyclists leaving the site and passing by the site to see <br />and avoid conflict. There are currently limited numbers of cyclists utilizing this bike lane and the fact that is a <br />Protected Bikeway means the cyclists are protected on traffic traveling on High Street. It was not intended to protect <br />cyclists from vehicles entering High Street from either driveways or side streets. It was not intended to prevent <br />development. <br /> <br />A vehicle entering the site can readily see pedestrians on the sidewalk, and cyclists in the bike lane <br /> <br />There are no opposing driveways on the east side of High Street. <br /> <br />Fronting High Street will be residential dwellings, front porches and residential scale landscaping. The pedestrian <br />environment along this frontage has been greatly improved. The sidewalk is now framed by landscaped planting on <br />both sides and residential buildings with porches oriented toward the street on one side, creating a pedestrian-friendly <br />streetscape. This represents a substantial enhancement over the previous condition, which was characterized by a <br />driveway access point on one side of the sidewalk and a vacant lot with chain-link fence on the other side. The project <br />reduces vehicle conflicts, improves visual interest, and provides a safer, more comfortable walking environment. <br /> <br />Finally - - - <br />The proposed site design further minimizes potential safety impacts associated with garages, parking areas, <br />and vehicle circulation areas by consolidating access to a single shared driveway on High Street and eliminating <br />unnecessary curb cuts. Internal vehicle movements are limited in scale and designed to allow forward entry and exit, <br />reducing conflict points and improving predictability of travel paths. Garages are integrated into the residential units <br />rather than dominating the street frontage, reducing visual impacts and functional conflicts between vehicles and <br />pedestrians. By concentrating vehicular access away from East 15th Avenue and eliminating backing movements, the <br />design substantially reduces opportunities for collisions, enhances visibility, and supports safe, orderly circulation for <br />vehicles, pedestrians, and cyclists. <br /> <br /> <br />Consistency with Land Use Code: EC 9.8030(28) <br /> <br />9.8030(28) Public Access Required. The public access requirement of 9.6725(2) may be adjusted if the site <br />developer demonstrates any of the following: <br /> <br />(b) The proposed adjustments to the standards will provide safe ingress and egress to the <br />development site, will not negatively impact the efficiency of the public right-of-way, and will not <br />result in a hazard to the bicycle, pedestrian or vehicular traffic using the right-of-way. <br /> <br />High Street is one lane of travel to the north. There is a two way bike lane on the development side <br />of High Street (west). The bike lane is clearly marked with striping, directional arrows and reflective <br />bollards. <br /> <br />The driveway is perpendicular to High Street. There are no line of sight obstructions between the <br />site access and the turning movements at the intersection of East 15th Avenue and High Street. <br />Vehicles leaving the site can readily see both cyclists in the bike lane and vehicles in High Street. <br />See illustration at the end of this written statement. <br /> <br />The speed limit on High Street is 25 MPH for vehicles.
