Along with this written statement, the proposed development is depicted on <br />site plans and conceptual building elevations included with the application (see Attachment A), <br />The plans provide a variety of details necessary to demonstrate compliance with all applicable <br />Site Review approval criteria and related development standards under Eugene’s Land Use <br />Code (EC), primarily included at EC 9.8445. The applicant’s site plans will be referred to as part <br />of the findings below, as relevant under each of the various approval criteria and development <br />standards to help show how the proposed development meets the applicable standards and <br />provides a thorough basis for Site Review approval. The plans and related materials also include <br />necessary evidence that professional certification requirements are met with this application <br />according to EC 9.8435, including an Oregon licensed architect, civil engineer, and landscape <br />architect as part of the Project Design Team. <br /> <br />The subject development site is located in Eugene’s Whiteaker neighborhood at the southeast <br />corner of Lincoln Street and West 5th Avenue, both of which are fully improved City streets <br />including bike lanes, on-street parking, street trees, and setback sidewalks.
