<br />Applicant’s Written Statement - Lincoln Commons Site Review 7 <br /> <br />3. For buildings proposed to be “side oriented” to public streets due to <br />access requirements and/or dimensional constraints not created by <br />the applicant, main entries may face up to 90 degrees away from the <br />street provided both of the following apply: <br />a. They are visible from the street. <br />b. The building side facing the street shall not include windows or views <br />into a parking area or garage and shall contain windows that occupy <br />a minimum of 15% of the facade. <br /> <br />The proposed design meets this requirement with the building’s main entrance facing the front <br />lot line along West 5th Avenue, at a central location that will provide convenient and secure <br />access to interior lobby areas, common areas and all units (not just ground floor units) within <br />the building. In this case, the exception at subsection (1) is met with this corner lot (i.e. one <br />“development site” consisting of three lots combined at the corner of West 5 th Avenue and <br />Lincoln Streets). This exception allows the single main entry as proposed from West 5th Avenue, <br />which also aligns with another primary rear entry for secure access to the building from the <br />parking area and common area courtyard to the south. Additional entrances from the parking <br />area and courtyard on the south side of the building are also proposed for convenient access <br />but are not considered main entrances or subject to additional requirements under this <br />standard. <br /> <br />(c) Upper Story Building Entrances. The main entrance of upper story units <br />shall be provided from the interior of the building or from an exterior <br />walkway that serves no more than 2 units. Stairways to upper floors shall <br />be adequately lighted and protected from the elements. Access to u pper- <br />story units may be provided at the front, side or rear of a building . <br /> <br />Access to upper story units will be provided from the interior of the proposed building; no <br />exterior access to upper story units is proposed. <br /> <br />(6) Building Mass and Facade. <br />(a) Maximum Building Dimension. Neither the maximum length nor width of <br />any building within 40 feet of a front lot line can exceed 100 feet in the R-1 <br />and R-2 zones and 150 feet in all other zones. <br /> <br />The proposed design meets this requirement with a maximum building length of 150 feet along <br />Lincoln Street, and 136 feet along West 5th Avenue (see Attachment A, Sheet G002). <br /> <br />(b) Windows. Street facades shall contain windows covering a minimum of <br />15% of the facade on each floor level. <br /> <br />The applicant’s approved Adjustment Review (see ARA 25 -29) allows for a reduction down to <br />12% of street facades containing window coverage on each floor level. Along Lincoln Street, the <br />proposed design provides window coverage of 12.7% at the ground level and 17.1% at the <br />upper levels. Along West 5th Avenue, the proposed design provides window coverage of 14.9%
