Therefore, this criterion does not <br />apply to the Code Amendment. <br /> <br />ZONE CHANGE <br />Application details <br />The ordinance includes a Zone Change removing the /EC East Campus Overlay from nine <br />properties, which total approximately 1.15 acres. The base zoning of the properties, PL Public <br />Land, will not change, nor will any other applicable overlay zones, such as the /SR Site Review <br />Overlay Zone. <br />The Zone Change corresponds to the changes in the properties’ Refinement Plan designation, <br />from Limited High Density Residential / Limited Institutional (LHDR/LI) to Institutional. The <br />change in Refinement Plan designation and zoning aligns with the existing institutional uses and <br />other institutional uses planned for the future. <br />Evaluation – Zone Change <br />The following findings address the applicable approval criteria for the requested Zone Change: <br />EC 9.8865(1) The proposed change is consistent with applicable provisions of the <br />Metro Plan. The written text of the Metro Plan shall take precedence <br />over the Metro Plan diagram where apparent conflicts or inconsistencies <br />exist. <br />The ordinance removes the /EC East Campus Overlay from nine tax lots. The base zoning of the <br />properties, PL Public Land, will not change. Five of the tax lots are also zoned or partially zoned <br />with the /SR Site Review Overlay, which will remain. <br />The properties are designated as Government and Education land in the Metro Plan Land Use <br />Diagram. The Metro Plan Diagram includes three Overlay designations, but does not include a <br />designation for the /EC East Campus Overlay Zone. Therefore, because the base zoning aligns <br />with the Metro Plan designation and will not change, the removal of the /EC East Campus <br />Overlay Zone from the subject properties’ zoning is consistent with the subject properties’ <br />Metro Plan designation. <br />Many Metro Plan policies are relevant and supportive of the Zone Change, including policies <br />A.4, A.11 through A.14, and A.23 of the Residential Land Use and Housing Element. However, <br />while these policies provide support for the Zone Change, it does not appear that there are any <br />Metro Plan policies that serve as mandatory approval criteria for the Zone Change. To the <br />extent that the Metro Plan policies are relevant, the change is consistent with these policies. <br />This criterion is met.
