East Campus University of Oregon (CA 25-02, RA 25-01, Z 25-03) <br />Findings Page 30 of 36February 2026 <br /> <br /> <br />Goal 14: Urbanization - To provide for an orderly and efficient transition from rural <br />to urban land use, to accommodate urban population and urban employment <br />inside urban growth boundaries, to ensure efficient use of land, and to provide for <br />livable communities. <br />The Code Amendment is applicable to land already in urban use, and does not affect the City’s <br />provisions regarding the transition of land from rural to urban uses. Based on this finding, the <br />amendment is consistent with Statewide Planning Goal 14. <br />Goal 15: Willamette River Greenway - To protect, conserve, enhance and maintain <br />the natural, scenic, historical, agricultural, economic and recreational qualities of <br />lands along the Willamette River as the Willamette River Greenway. <br />The Willamette River Greenway area within the Eugene Urban Growth Boundary is governed by <br />existing local provisions which have been acknowledged as complying with Goal 15. The Code <br />Amendment does not contain any changes that affect the Willamette River Greenway <br />regulations, nor is the subject area located within the adopted Willamette Greenway boundary. <br />Based on this finding, Statewide Planning Goal 15 does not apply. <br />Goals 16 – 19: Estuarine Resources; Coastal Shorelands; Beaches and Dunes; and <br />Ocean Resources <br />There are no estuarine, beach and dune, coastal, or ocean resources related to the property <br />affected by this Code Amendment. Therefore, Statewide Planning Goals 16 through 19 do not <br />apply. <br />Based on the above findings addressing consistency with the Statewide Planning Goals, the <br />Code Amendment is consistent with the Statewide Planning Goals. <br />EC 9.8065(2) Is consistent with applicable provisions of the comprehensive plan and <br />applicable adopted refinement plans. <br />Metro Plan <br />As is discussed within the Refinement Plan Amendment evaluation above, the Eugene- <br />Springfield Metropolitan Area General Plan (Metro Plan) is the basic guiding land use policy <br />document for regional land use planning. The Code Amendment is consistent with the Metro <br />Plan, which designates the subject properties as Government and Education land. <br />The applicant has not requested an amendment to the Metro Plan designation, and none of the <br />changes to the Code are inconsistent with the Metro Plan designation of the subject properties <br />as Government and Education land. Therefore, the proposal is consistent with the provisions of <br />the Metro Plan. There are no policies in the Metro Plan that appear to be directly relevant to <br />this Code Amendment or that serve as mandatory approval criteria for the amendment. <br />Envision Eugene Comprehensive Plan <br />There are no policies in the local comprehensive plan that appear to be directly relevant to this <br />Code Amendment or serve as mandatory approval criteria for the amendment.
