The Code Amendment does not change the Metro Plan <br />designations for the subject property, and as such, the amendment will have no negative <br />impact on the inventory of land available for residential use. <br />Further, the Code Amendment does not affect the amount of land designated or zoned for <br />residential use and does not impact the supply of residential lands, nor does it render any <br />property unusable for residential uses. Rather, the Code and Refinement Plan Amendments and <br />Zone Change are specifically intended to facilitate housing development for University of <br />Oregon students. The Code Amendment, in conjunction with the concurrent Refinement Plan <br />Amendment, will adjust the development standards applicable within the /EC East Campus <br />Overlay Zone to allow dormitories, increase the area’s maximum building height, and increase <br />the residential transition area’s maximum building height. These changes will allow denser <br />development of student housing than is currently allowed in the subject area, facilitating an <br />increase in housing availability in the /EC East Campus Overlay Zone. <br />Based on these findings, the amendment is consistent with Statewide Planning Goal 10. <br />Goal 11: Public Facilities and Services - To plan and develop a timely, orderly and <br />efficient arrangement of public facilities and services to serve as a framework for <br />urban and rural development. <br />The Eugene-Springfield Public Facilities and Services Plan (PFSP) is the adopted and <br />acknowledged public facility plan for areas within Eugene’s Urban Growth Boundary with <br />respect to water, wastewater, and stormwater services. The Eugene 2035 Transportation Plan, <br />which was adopted pursuant to Chapter 660, Division 12 of the Oregon Administrative Rules <br />(OARs), fulfills the requirement for transportation facilities planning in ORS 197.172(2)(e), <br />Statewide Planning Goal 11, and OAR Chapter 660, Division 11. <br />The area affected by the Code Amendment is located inside Eugene’s City Limits, and water, <br />wastewater, stormwater, and transportation facilities either already exist or are readily <br />available for the subject site. Nothing in the amendment affects the City’s adopted and <br />acknowledged public facilities plans or the City’s ability to provide public facilities and services. <br />Therefore, the amendment is consistent with Statewide Planning Goal 11. <br />Goal 12: Transportation - To provide and encourage a safe, convenient and <br />economic transportation system. <br />OAR 660-012-0060, the Transportation Planning Rule (TPR), implements Statewide Planning <br />Goal 12 for code amendment, such as this application. Statewide Planning Goal 12 requires a <br />determination of whether the code amendment will significantly impact an existing or planned <br />transportation facility.
