UO Next Generation Housing Development Plan February 10, 2026
Land Use Applications
Refinement Plan Amendments

Page 35
EAST CAMPUS AREA POLICY

University of Oregon
Development Policy
East Campus Area

Section II. Land Use – General Policies, E. The University of Oregon Lands Findings and
Policies, The University of Oregon Development Policy: East Campus Area (including
development policies standards and procedures), Page 28.

The University adopted an updated East Campus Area Plan in 2024 East Campus Development
Policy in 2003. It is generally consistent with the policies, text, and land use diagram contained
within this plan as amended. The University will use the updated plan policy for its internal
development review process. Select policies contained within the 2024 East Campus Area Plan
2003 University East Campus Development Policy have been adopted within this special area
study. All applicable City of Eugene regulations remain in effect.

INTRODUCTION

The University is a major property owner in the Fairmount Neighborhood, and recognizes that because
of this, its actions (or lack thereof) are of particular importance to other property owners in the vicinity.
The enlightened self-interest of the institution requires that some understanding be reached with its
neighbors regarding the future of this area, and that this understanding serve as a guide to the
University, the neighborhood, and the City in dealing with development issues as they arise.

The University’s objectives in this area are to provide for expansion of institutional facilities as they are
needed, and to provide a variety of options in housing for University students (and perhaps faculty and
staff) without diminishing the quality or adversely altering the character of the neighborhood as a whole.

The following policies are adopted by the University:

Update 8: Updates the East Campus Area Policy within Section II. Land Use – General Policies:
• Replace references to the East Campus Development Policy from 2003 to the East Campus Area
Plan from 2024 as the current University Policy for the East Campus Area.
