The City shall recognize that on-street parking around the University is not solely a University <br />problem, since it involves homes and businesses located near the University. <br />6. The City shall see that its parking enforcement agencies act upon complaints of citizens in <br />regard to violation of City parking ordinances, within the limits of budgetary constraints. <br />7. The City's schedule of fines for parking violations shall reflect current money value and shall <br />reflect the severity of the violation and cost of enforcement. <br />8. The City shall encourage the University and cooperate with the University in an effort to achieve <br />solutions to University-related parking needs. <br />9. New parking structures proposed by the University within the East Campus area shall be <br />located and designed to discourage traffic through adjacent neighborhood streets, shall <br />provide routing to and from the structure via an arterial or collector street, and shall <br />provide access to the structure in a manner consistent with adopted City policies and <br />City Code provisions. <br /> <br />Bicycle and Pedestrian Policies <br /> <br />Policies <br />1. When the Department of Transportation lands are developed in the future, consideration shall <br />be given to realigning the 15th Avenue bicycle path east of Walnut Street and making it more <br />attractive. <br />Note: If the bicycle path is realigned, the City shall require an easement for the path to ensure <br />its permanence in the future. <br />2. The University and City shall work with the State Department of Transportation and University <br />community neighborhoods to address the issue of improved bicycle and pedestrian connections <br />across Franklin Boulevard. <br />1. Existing and future businesses shall be encouraged to provide safe and covered bicycle parking <br />for employees and patrons. <br />2. The use of bicycles, mass transit, walking, carpooling, and other appropriate alternative modes <br />of transportation, especially by employees in the plan area, shall be actively encouraged and
