UO Next Generation Housing Development Plan February 10, 2026 <br />Land Use Applications <br />Refinement Plan Amendments <br /> <br /> <br /> Page 23 <br />Policies—East Campus Area <br /> <br />1. The City of Eugene and the Fairmount Neighbors recognize the "University of Oregon <br />Development Policy East Campus Area (dated April 28, 1982),” a statement of the binding <br />intent of the University as governing land use in the East Campus Area. <br /> <br />Section II. Land Use – General Policies, E. The University of Oregon Lands Findings and <br />Policies, Policies—East Campus Area, Page 24-25. <br /> <br />1. The City of Eugene and the Fairmount Neighbors recognize the current University- <br />adopted East Campus Area Plan East Campus Policy as a statement of University policy <br />governing land use in the East Campus Area. <br />2. The City shall encourage the University to use its property in East Campus in an orderly fashion: <br />intensity of use will be greatest near the already dense Central Campus Area (Agate Street and <br />15th Avenue) and become less intense as the properties approach low-density residential uses. <br />3. The City shall encourage the University to use its lands currently zoned PL (Public Land District) <br />with energy and space efficient structures and land-use patterns. <br />4. The City shall encourage the University to develop its high- and medium-density residential <br />units with concern for adequate parking and appropriate parking solutions, regard for <br />landscaping, and consideration of the impact on the rest of the neighborhood. <br />5. The City shall encourage the University to consolidate nonresidential uses that currently are <br />scattered throughout the area into the portions of the plan area reserved for institutional use, <br />returning structures thus vacated to residential use. <br />Update 5: Updates the Policies- East Campus Area and Proposal- East Campus Area within <br />Section II. Land Use – General Policies: <br />• Change reference to East Campus Policy to East Campus Area Plan, <br />• Update policy 4 to reflect changes in state and city parking policy, <br />• Remove policy 5 to be consistent with policies for institutional and student housing development <br />in the East Campus Area plan, <br />• Update numbering to reflect removed policies, and <br />• Remove policies and proposals related to Tax Lot 3400 map 17-03-32-44, the single lot in the /EC <br />Overlay Zone that was privately owned, to reflect university ownership of the property.
