The applicant has reviewed all testimony received during <br />the first and second open record periods following the City Council Public Hearing on January 20, 2026. <br />The information presented herein collectively responds to that body of testimony. More specifically, the <br />information addresses two items of testimony from the Fairmount Neighbors Association (FNA) Board <br />of Directors dated January 27, 2026, and February 2, 2026, respectively. <br /> <br />The majority of the topics raised in the testimony are not new, and the proposal is not complex. The <br />proposal can be summarized succinctly by its intended outcomes: <br /> <br /> Include residence halls as permitted use; <br /> Increase the maximum building height limit from 45 feet to 85 feet; <br /> Expand the residential transition from 60 feet from R-1 properties to 75 feet from R-1 <br />properties; <br /> Increase the maximum building height within the residential transition from 30 feet to 45 feet; <br /> Change the refinement plan and zoning designation for properties north of 15th Avenue and <br />east of Villard Street to reflect existing and future institutional uses; <br /> Update the code and refinement plan to implement the changes. <br /> <br />These topics have largely been addressed in the application materials, supplemental information, staff <br />reports, and memoranda; during the Planning Commission public hearing, deliberations, and open <br />record periods following the hearing, which culminated in the Planning Commission forwarding a <br />recommendation of approval to the City Council; and, now during the City Council public hearing and <br />materials submitted during the second open record period.
