To achieve a broad and stable mix of residents in the Fairmount Special Area with particular <br />attention to the ability of the area to attract families and homeowners. <br />2. To maintain and improve viable residential dwellings within Fairmount, conserving existing <br />housing wherever possible. <br />3. To promote energy-efficient structures and land uses and to protect the existing solar access of <br />structures. <br />4. To improve the existing character which has been created by the variety of land uses <br />throughout the Fairmount Special Area. <br />5. To preserve and enhance structures of historic or unique merit. <br />6. To upgrade and maintain public services and facilities such as schools, streets, sidewalks, <br />street lights, sanitary and storm sewers. <br />7. To encourage the physical compatibility of residential, institutional, and commercial uses in the <br />neighborhood. <br />8. To respond to the need expressed in the Metro Plan for high- and medium- density residential <br />use along Agate Street in the zone of University land ownership, and to provide that medium- <br />density housing or other use acceptable to the neighborhood to serve as a buffer between such <br />high-density use and the existing single-family residentia1 area south of 17th Avenue or east of <br />the Moss/Villard Street alley. <br />Section I. To respond to the need expressed in the Metro Plan for institutional use along Agate <br />Street in the zone of University land ownership, and to provide that non-institutional, <br />limited high density residential and limited institutional uses serve as a buffer between <br />intensive institutional uses and the existing single-family residential area south of 15th <br />Avenue or east of the University East Campus Limited High Density Residential/Limited <br />Limited Institutional area. <br />9. To encourage diversity of housing in terms of style, structure type, cost, and density, with <br />consideration for its impact on and relationship with abutting land uses, surrounding areas, with <br />particular concern to its impact on existing areas characterized by single-family dwellings. <br />10. To upgrade and maintain the quality of yards surrounding residences.
