City of Eugene <br />Concurrent Conditional Use Permit & Adjustment Review Applications <br />January 27, 2026 <br />Page 36 of 43 <br /> <br /> <br /> <br /> <br />Findings: The requested adjustment to EC 9.2170(4)(c)(6) is to locate the main entrance beyond the <br />maximum 15-foot front yard setback facing the internal drive aisle and parking area to best serve arriving <br />patients. The requested adjustment achieves the criteria in subparts 1 through 3, above. <br /> <br />First, the proposed building is located within the front yard setbacks on West 6th Avenue and Grant <br />Street consistent with the C-2 development standards and the intention of siting buildings along the <br />street. The proposed building contributes to this codified intent with about half of the site frontage along <br />both West 6th Avenue and Grant Street occupied by building façade. <br /> <br />Next, the proposed building and site creates an attractive pedestrian environment along the 3 adjacent <br />streets with extensive landscaping along all frontages, about 41 percent tree canopy coverage over the <br />parking areas, the building occupying the northeast corner of the site within the front yard setbacks, and <br />windows located along the street-facing facades that enables natural surveillance for improved safety. <br />There is a comprehensive pedestrian walkway system that connects the visitors and staff building <br />entrances to West 6th Avenue, West 7th Avenue and Grant Street. There are benches, enhanced <br />landscaping, and unique paving from the West 6th Avenue pedestrian entrance to the main entrance. <br />These elements improve pedestrian comfort and safety on-site, and they also function as wayfinding to <br />the main building entrance. This is particularly relevant for visitors and staff arriving by transit. <br />Additionally, the on-site pedestrian walkways are setback from the drive aisles and buffered by trees and <br />landscaping that creates a street-like element. <br /> <br />Lastly, the proposed building is compatible with adjacent development. Most of the existing buildings on <br />adjacent parcels provide main entrances off of the parking areas like the McDonalds, Jack in the Box and <br />KIA Kiefer. There is a mix of existing buildings on adjacent sites that are setback from the street (some <br />with parking and/or drive aisles between the street and the building) and located near the street. The <br />proposed project contributes to the continuity of building facades along Grant Street and West 6th Avenue <br />and adds parking lot landscaping along Grant Street, West 6th Avenue and West 7th Avenue. The size, <br />mass, and scale of the proposed single-story building is similar to the prevailing development pattern in <br />the surrounding area. The project incorporates design elements such as canopies, a variety of building <br />materials, columns, large windows, and landscaping that reduce the perceived mass and scale of the <br />building along the west, south, and east elevations, while also creating a more pedestrian-friendly <br />environment. The adjustment criteria are met. <br /> <br />As allowed under EC 9.6210(2)(b) and EC 9.8030(3)(c), the Applicant requests an adjustment to the <br />landscape standards at EC 9.6210(2)(a)(2) to provide the L-2 Low Screen Landscape Standard without <br />the canopy tree on the north side of the driveway entrance nearest Grant Street to facilitate safe ingress <br />and egress for emergency vehicles. <br /> <br />
