Both of the following conditions are met: <br />a. The proposed access connection is abutted by two or more <br />directional travel lanes or an auxiliary deceleration lane; and <br />b. The applicant proposes a restricted movement access connection, <br />including but not limited to median barriers or directional in/out <br />barriers. <br />… <br />(2) Access Connections to Arterial and Major Collector Streets. In addition to the <br />standards set forth in this EC 7.420(1), access connections to arterial and major <br />collector streets shall be located in accordance with the following standards. <br />… <br />(c) Access connection spacing requirements will be reduced up to a maximum of <br />50% of the required spacing, upon applicant request, if either 1. or 2.: <br />1. Both of the following conditions are met: <br />a. The proposed access connection is abutted by two or more <br />directional travel lanes or an auxiliary deceleration lane; and <br />b. The applicant proposes a restricted movement access connection, <br />including but not limited to median barriers or directional in/out <br />barriers. <br /> <br />Findings: The existing site has 9 access connections to the abutting public streets. The proposed project <br />reduces this to 3 access connections. Per EC 7.420(1), a development that “has frontage on two or more <br />streets of different street classifications” is required to “access the street with the lowest classification.” <br />The proposed project has one access connection provided to the lower classification Grant Street, a local <br />street. There are also two existing access connections proposed to remain on each of the abutting major <br />arterials streets, West 6th and West 7th Avenues. These access connections to major arterials street are <br />allowed by codified exceptions, per EC 7.420(1)(c)(1). The proposed existing access connections to <br />remain on both West 6th and West 7th Avenues are one-way streets that have more than two travel lanes. <br />With access to one-way streets, the proposed access connections are effectively restricted, as the street <br />configuration allows only left-in/left-out movements. <br /> <br />Per EC 7.420(2)(b), the access connection spacing is 200 feet. Subsection (c) provides an exception that <br />allows the spacing to be reduced by 50 percent to 100 feet. As described above, the proposed access <br />connections are located and operate consistent with the criteria at (2)(c)(1)(a) and (b). Therefore, the <br />required access connection spacing is reduced to 100 feet. <br /> <br />Both access connections to the major arterial streets are beyond the 150-foot influence area of the Grant <br />Street intersections. Consistent with the codified exceptions, the proposed access connections are <br />consistent with the public access criteria. <br /> <br />
