City of Eugene <br />Concurrent Conditional Use Permit & Adjustment Review Applications <br />January 27, 2026 <br />Page 9 of 43 <br /> <br /> <br /> <br />(5) The applicant shall mail notice of the meeting: <br />(a) At least 14 days and no more than 28 days prior to the meeting; <br />(b) To: <br />1. Owners and occupants of properties within 300 feet of the subject property <br />for Type II and IV applications and to owners and occupants within 500 feet <br />of the property for a Type III application or a Metro Plan amendment; <br />2 Any city-recognized neighborhood associations whose boundaries are <br />within 300 feet of the subject property; <br />3. The city planning director; and <br />4. The city engineer; and <br />(c) That states the date, time and location of the meeting and briefly discusses the <br />nature and location of the proposal. <br />(6) Failure of a property owner or occupant to receive notice shall not invalidate the <br />neighborhood/applicant meeting procedure. <br /> <br />Findings: The Applicant sent a letter stating the date, time and location of the meeting, including a brief <br />overview of the nature and location of the proposed project with a conceptual Site Plan on August 6, 2025 <br />to the owners and occupants/residents of properties within 500 feet of the subject property, the Chambers <br />Westside Neighbors (CWN) neighborhood association, the City planning director, and the City engineer. As <br />noted above, the site is within the CWN neighborhood association boundary, and it is near two other <br />neighborhood associations. These two additional neighborhood associations are more than 300-feet from <br />the site (Jefferson Westside Neighbors) or are inactive without a designated contact (West Eugene <br />Community Organization). The Applicant mailed the notice 14 days prior to the August 20, 2025, meeting <br />date, which complies with (5)(a), above. See the attached Neighborhood/Applicant Meeting Notice letter <br />with the conceptual Site Plan. Therefore, the above criteria have been met. <br /> <br />(7) The applicant shall post notice of the meeting by posting a waterproof sign on the <br />subject property at least 14 days before the meeting. The notice, containing the <br />information described in (5)(c) above, shall be supplied by the applicant. <br /> <br />Findings: The Applicant posted waterproof signs at 3 locations on the site stating the date, time, and <br />location of the meeting and a brief overview of the nature and location of the proposed project on July 31, <br />2025. The Applicant posted the sign 20 days prior to the August 20, 2025, meeting date, which exceeds <br />the minimum required 14-days prior to the meeting date. See the attached example of the sign content <br />and photos with the posted signs and locations on each of the 3 street frontages. Therefore, the above <br />criterion has been met. <br /> <br />(8) The applicant shall provide the proposed site plan at the meeting for review. <br />(9) The applicant shall prepare and keep meeting notes identifying the major points that <br />were discussed and expressed, and a sign-in sheet identifying the persons attending. <br />
