2 <br />Response: The subject site is inside the Eugene jurisdiction of the metro area's Urban Growth Boundary. By this <br />Annexation Application lands within the UGB (the subject site) is being annexed and as required by applicable <br />approval criteria, will be provided with the minimum level of urban facilities and services. <br /> <br />Y Policy 17. Eugene and Springfield and their respective utility branches, Eugene Water & Electric Board <br />(EWEB) and Springfield Utility Board (SUB), shall be the water and electrical service providers within the <br />UGB. <br />Response: EWEB currently provides service to property adjacent to the subject site and would therefore provide <br />service to the annexed property. <br /> <br />APPLICABLE REFINEMENT PLAN: The applicable refinement plan is Willakenzie Area Plan: <br />Unincorporated Subarea. <br /> <br />None of the policies in the Willakenzie Area Plan: Residential Policies and Proposed Actions or <br />Unincorporated Subarea Policies and Proposed Actions are directly applicable to the annexation of the <br />property <br /> <br /> <br />(3) The proposed annexation will result in a boundary in which the minimum level of key urban facilities and <br />services, as defined in the Metro Plan, can be provided in an orderly, efficient, and timely manner. <br /> <br />Response: The proximity of key urban facilities and services to the site show that services can be provided on an <br />orderly, efficient, and timely manner. These services are as follows: <br /> <br />Wastewater <br /> An 8" public gravity wastewater service is available and adjacent to the site in Coburg Road. <br /> <br />Stormwater <br /> An existing storm drain culvert under Coburg Road will provide drainage to the site. Any development plans will be <br />required to meet current City of Eugene Stormwater Management criteria and will be evaluated by staff for <br />compliance. Post development stormwater flows will not exceed predevelopment stormwater flows. <br /> <br />Water and Electric Service <br />Electric service is currently provided to the subject site by EWEB. There is an existing 12" water main in Coburg <br />Road. There is electric service to the site as evidenced by the existing power lines along the frontage of Coburg <br />Road. <br /> <br />Transportation <br />The property has frontage on Coburg Road. Transit - Bus service is currently available on Coburg Road. <br /> <br />Solid Waste Management <br />Solid waste collection is provided by private firms, whose franchise territory granted by the City of Eugene includes <br />the site. <br /> <br />Fire and Emergency Medical Services <br />Emergency medical and fire are currently provided on a regional basis by Eugene, Springfield and Lane Rural <br />Fire/Rescue to central Lane County. After annexation, this service will continue to be provided by the current <br />provider. <br /> <br />Police Protection <br />City of Eugene will provide police protection to this site upon annexation. <br /> <br />City-Wide Parks and Recreation <br />Per the City of Eugene 2017 'Parks, Open Space & Rec Map'. the following parks are located on the general vicinity <br />of the property: Sterling Park. <br /> <br /> <br />
