Available techniques <br />including encouraging reinvestment and rehabilitation of existing housing stock and the <br />use of development standards that provide for clustering or planned unit development. <br /> <br />Response: Annexing the property allows for additional development. Middle housing <br />development standards provide opportunities for a diversity of housing types in the area. <br />These standards — such as allowing duplexes, triplexes, and cottage clusters in <br />traditionally single-family zones — enable more types of homes to be built. These <br />standards increase housing variety and affordability, helping to meet the needs of <br />different household sizes and income levels. <br /> <br />The ‘Public Facilities and Services Element’ policies of the River Road-Santa Clara Urban <br />Facilities Plan are directed at local government; however, the premise of these policies <br />(regarding the provision of urban services) is the assumption that the properties within the <br />UGB will be annexed. <br /> <br />The property is not in any sub area. <br /> <br />(3) The proposed annexation will result in a boundary in which the minimum level of key urban <br />facilities and services, as defined in the Metro Plan, can be provided in an orderly, efficient, <br />and timely manner. <br /> <br />Response: The proximity of key urban facilities and services to the properties shows that <br />services can be provided in an orderly, efficient, and timely manner. These services are as <br />follows: <br /> <br />Wastewater <br />An 8” public gravity wastewater service is available adjacent to the site in Marion Lane. When <br />there is a development proposal the property will connect to public wastewater in Marion Lane. <br /> <br />Stormwater <br />There is no existing storm system in this area. <br /> <br />No construction is proposed as part of this application. Any development plans will be required <br />to meet current City of Eugene Stormwater Management criteria and will be evaluated by staff <br />for compliance. <br /> <br />Water and Electric Service <br />Water and electric service is currently available to the lot and provided by EWEB. There is a 4” <br />water main adjacent to the site in Marion Lane. <br />The existing home is currently served by both EWEB water and electric. <br /> <br />Transportation <br />The property has frontage on Marion Lane. To the east, (approximately 1,300 feet) is River <br />Road. River Road provides direct access to Belt Line and then I-5. <br /> <br />Transit – Lane Transit District has regular bus service on River Road traveling both north and <br />south. <br /> <br />There are bike paths on both sides of River Road. <br />Solid Waste Management <br />Solid waste collection is provided by private firms, whose franchise territory granted by the City <br />of Eugene includes the site.
