Description of Proposal <br />A. Overview <br />The applicant requests annexation approval to increase opportunities for future use of the <br />property. The property is located inside the City of Eugene Urban Growth Boundary and is <br />zoned Low Density Residential (R-1) and /UL (Urbanizable Land). The Metro Plan designation <br />is Low Density Residential. <br /> <br />B. Subject Site <br />There is one property (3 legal lots) in this annexation application and it is in the River Road <br />Community Organization area. The property is primarily adjacent to and abutting single unit <br />dwellings except for the elementary school abutting the north property line (River Road/El <br />Camino del Rio Elementary School). <br /> <br /> <br />II. Annexation – Approval Criteria <br />Annexation Approval Criteria are found in Section 9.7825 of the Eugene Code. Applicable sections <br />of the Code are in plain text, followed by proposed findings of facts in italics. <br /> <br />9.7825 Annexation – Approval Criteria. The city council shall approve, modify and approve, or <br />deny a proposed annexation based on the application’s consistency with the following: <br /> <br />(1) The land proposed to be annexed is within the city’s urban growth boundary and is: <br />(a) Contiguous to the city limits. <br />The property to be annexed is within the city’s urban growth boundary and is contiguous to <br />the city limits. The property abuts both Marion Lane and the River Road/El Camino del Rio <br />Elementary School, both of which are annexed. <br /> <br />(2) The proposed annexation is consistent with applicable policies in the Metro Plan and in any <br />applicable refinement plans.
