The proposed cottage clusters support a <br />pedestrian-friendly street environment through pedestrian accessways from the cottages to the <br />right-of-way. The proposed development creates a new 6 ft curbside sidewalk along the <br />frontage, which will be installed as part of this development. <br />2. Supports livability for cottage cluster residents by minimizing the impacts of parking areas <br />and <br />garages. <br />RESPONSE: None of the proposed cottages will have a private garage or parking area. Instead, a <br />shared tract is proposed to consolidate parking into a cluster to maximize living space. Adding <br />onsite parking significantly supports the livability of the residents, as it facilities activities such <br />as carrying groceries, furniture, children, to and from the cottage to their car. The addition of a <br />screen would create a hurdle at the driveway access point, which is particularly a concern for <br />fire vehicle access to the eight lots in the east of the parent lot. <br />3. Consistency with EC 9.8030(28). <br />RESPONSE: Section EC 9.8030(28) refers to public access required in EC 9.6735. This <br />development takes place on a lot that abuts a public street as required by EC 9.6735(1). Since <br />the development will not generate more than 20 additional peak hour trips, it is exempt from <br />EC 7.420 as noted in EC 9.6735(2).
