located on Tax Lot 33. The applicant once again cites the previous 1984 Planned Unit <br />Development documentation as reason to apply Goal 5 protections to this portion of the site. <br />While these historic documents have important context, the applicant's assertion that they <br />should be a primary basis for expanding the resource area fails to provide substantive evidence <br />that the resources were still significant at the time of the analysis and adoption of the Goal 5 <br />Water Resources Conservation Plan in 2005. The applicant also references documentation of <br />some species that are known to be an indicator for the existence of hydric soils and sometimes <br />wetland or riparian resources. However, the applicant fails to provide maps or professional <br />scientific evidence to demonstrate these facts. While the applicant supplied ample historic <br />evidence of riparian or wetland resources, they failed to provide documentation that the <br />resources remained and were of value to meet the threshold set by the processes outlined in <br />the Goal 5 Water Resources Conservation Plan. The applicant did not supply any other <br />evidence, mapping, or ecological science that would constitute a sound reason to correct the <br />mapping for resources E75 B-1 or WKZ-5B on Tax Lot 33 based on an error made at the time the <br />mapping occurred. <br />The applicant's arguments and evidence, the most salient points of which are evaluated above, <br />attempt to demonstrate several reasons the City should have identified a greater area of the <br />subject sites as protected on the Goal 5 Water Resources Conservation Plan Map.
