<br />September 19, 2025 Findings & Decision: TIA 25-2 Page 3 of 4 <br />herein by reference, the applicant submitted a TIA in conformance with the standards identified <br />in EC 9.8675. <br /> <br />EC 9.8680 – Traffic Impact Analysis - Approval Criteria: <br /> <br />The planning director shall approve, conditionally approve, or deny an application for <br />Traffic Impact Analysis Review following a Type II process, or as part of a Type III <br />process when in conjunction with a CUP or PUD. Approval or conditional approval <br />shall be based on compliance with the following criteria: <br /> <br />(1) Traffic control devices and public or private improvements as necessary to <br />achieve the purposes listed in this section will be implemented. These improvements <br />may include, but are not limited to, street and intersection improvements, sidewalks, <br />bike lanes, traffic control signs and signals, parking regulation, driveway location, and <br />street lighting. <br /> <br />The development site is located at Tax Lot 104 of Assessor’s Map 17-03-16-43. The proposed <br />project site is located on an approximately 6.7-acre undeveloped lot. The lot is zoned E-1 <br />Campus Employment. The proposal is a 41,500 square-foot medical facility near the center of <br />the site with parking along the north, west and eastern side of the building. There is currently <br />no defined access to this site. The site is a flag lot with access to Chad Drive. The site access will <br />occur via the flag lot connection to Chad Drive. The access is proposed as one lane entering and <br />one lane exiting and will be constructed as per the City of Eugene standard driveway design. <br />There are no proposed improvements as a result of the Traffic Impact Analysis. Therefore, this <br />criterion has been met. <br /> <br />(2) Public improvements shall be designed and constructed to the standards <br />specified in EC 9.6505 Improvements - Specifications. The requirement of <br />improvements based on a traffic impact analysis does not negate the ability of the city <br />traffic engineer to require improvements by other means specified in this code or <br />rules or regulations adopted thereunder. <br /> <br />There are no proposed public improvements identified as a result of the Traffic Impact Analysis. <br />Therefore, this criterion does not apply. <br /> <br />(3) In addition to the above criteria, if the Traffic Impact Analysis Review was <br />required based on EC 9.8670(4), the improvements shall also address the structural <br />capacity of the street in the County’s jurisdiction and address identified structural <br />deficiencies, or reduction in the useful life of existing street structures related to the <br />proposed development. Improvements may be needed to eliminate the identified <br />structural deficiencies and to accommodate vehicle impacts to structures. <br /> <br />The development does not abut any street or transportation facility under the jurisdiction of <br />Lane County. Therefore, this criterion does not apply. <br />
