Procedures & Approval Criteria <br />The Eugene Planning Commission will address the relevant approval criteria from the Eugene Code <br />(EC) at EC 9.8065, EC 9.8424 and EC 9.8865 in making a recommendation to the Eugene City Counci <br />on this Refinement Plan Amendment, Code Amendment, and Zone Change. Following the public <br />hearing, the Planning Commission will deliberate and make their recommendation to the City <br />Council. This may occur the same night as the public hearing or deliberation may continue to <br />another Planning Commission meeting. The proposed Refinement Plan Amendment, Code <br />Amendment, and Zone Change will be heard before the Eugene City Council in a separate public <br />hearing, following the Eugene Planning Commission's recommendation. Testimony and evidence of <br />those testifying should be directed toward the applicable criteria of the Eugene Code as listed <br />above, or other criteria in the plans or land use regulations that the person testifying believes to <br />apply to the decision. All testimony received by the Planning Division, as well as any received after <br />the Planning Commission closes their record, will be forwarded to the Eugene City Council prior to <br />the separate public hearing to be held before Eugene City Council. <br />How to Submit Testimony to the Planning Commission <br />➢ Send a written statement to the Planning Commission, c/o Brai Black, Planning Division, 99 <br />West 10th Avenue, Suite 290, Eugene, Oregon 97401 or by e-mail BBlack@eugene-or.gov. To <br />be included in the Planning Commission's packet, your statement must be received by staff no <br />later than 5pm on September 30, 2025. <br />➢ Submit a written statement to the mailing address or email address above after September 30, <br />2025, but before the Planning Commission closes their record. The Planning Commission will <br />have less time to review written material submitted after September 30, prior to taking action <br />on the application and forwarding their recommendation to the City Council. <br />➢ Attend the public hearing on October 7th, 2025, and provide spoken testimony. Your spoken <br />testimony will be recorded. Instructions for providing testimony during the virtual public <br />hearing will be provided during the hearing. The time for each speaker may be limited to a few <br />minutes. You are encouraged to submit written testimony if you have detailed comments you <br />wish to make. <br />All public testimony received by the Planning Commission will be forwarded to the City Council and <br />any testimony received after the Planning Commission closes their record will also be forwarded to <br />the City Council.
