Braewood Hills 3rd Addition PUD (PDT 24-1 and ST 24-3) Page 14 of 14
Standards Review Application: Written Statement
September 5, 2025

Schirmer Consulting, LLC · PO Box 10424, Eugene, OR 97440 · (541) 234-5108
Landscape Architecture + Land Use Planning
0.25. The “openness ratio” is the cross-sectional area of the passage area under or within the structure
divided by the length of the stream segment it crosses over. For a box culvert, the openness ratio shall be
(height x width)/length.

(d) Culverts shall not substantially increase or decrease water depth or flow rate conditions upstream or
downstream from the culvert.

(e) The lower lip of all culverts shall meet the stream or channel bed at or below grade.

(f) Culverts shall be the minimum length practicable, and fill on top of the culvert shall have the minimum
footprint practicable.

Many of the criteria are not applicable. No culverts are proposed.

An existing 12-inch storm drain line, conveying runoff from the Goal 5 Resource to Videra Creek, will remain
intact beneath the proposed public road. The road design accommodates this utility without modification—no
culvert installation is required.

See detail entitled Culvert Section (even though no culvert is being proposed) on Sheet ST2.0.

(11)Interpretive Facilities.

Not applicable. No interpretive facilities proposed.

If you have any questions or need additional clarification, please do not hesitate to call. We look forward to your
review and approval of this important housing project.

Sincerely,
Schirmer Consulting, LLC

Carol Schirmer
Principal
