<br /> <br /> 1 Slocum TIA April 22, 2025-Rev 7.21.25 <br />EXECUTIVE SUMMARY <br />This report describes the Traffic Impact Analysis prepared for the proposed Slocum Surgery <br />Center in Eugene, Oregon. The development is located on Chad Drive at Tax Lot 104 of <br />Assessor’s Map 17-03-16-43. The site is approximately 6.66 acres and is currently vacant. The <br />applicant is proposing a 41,500-square-foot medical facility. <br /> <br />Access to the site is proposed via one full movement access to Chad Drive. <br /> <br />The proposed new development will generate more than 100 peak-hour trips. As a result, this <br />traffic study is performed evaluating the operation of the site driveway and adjacent <br />intersections, as per Administrative Order 58-02-02F. <br /> <br />FINDINGS <br />The analysis concludes the following: <br />• The added vehicle trips from the proposed development will not result in any <br />intersection to not meet the applicable LOS or v/c standard. <br />• The intersection of Coburg Road at the Beltline EB Ramps does not meet the v/c <br />standard in the background conditions. The added site trips will not further degrade <br />the v/c, meeting ODOT standards for not requiring mitigation. Therefore, no mitigation <br />is proposed for this development. <br />• The addition of development traffic will not substantially increase queuing conditions <br />over the background conditions. <br />• The site driveway is projected to operate safely and efficiently with the increase in <br />enrollment and the proposed daycare/preschool facility. <br />• The addition of development traffic at the studied intersections will not perpetuate any <br />existing crash patterns. Additionally, the existing crash data does not indicate a high <br />crash rate or apparent pattern of crashes at the study area intersections that should be <br />mitigated by the applicant. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
