<br /> <br />Background <br /> <br />The subject proposal is to provide middle housing on a cul-de-sac lot limited by existing street frontage. Because of the limited <br />frontage the propect of getting parking and travel lanes to the rear of the parcel with sufficient space to safely get in and out of the site <br />is much more tenuous than the more traditional and direct in and out approach proposed. Following are how this design is consistent <br />with Adjustment Review criteria below. <br /> <br /> <br />EC 9.8030 Adjustment Review – Approval Criteria. <br /> <br />(37) Middle Housing Standards Adjustment. Where EC 9.5550 provides that standards applicable to triplexes, fourplexes, <br />townhouses, or cottage clusters may be adjusted, approval of the request shall be given if the applicant demonstrates <br />consistency with all of the following, as applicable: <br /> <br />(b) Garages, Off-Street Parking Areas, and Driveways for Triplexes and Fourplexes. The requirements set forth in <br />EC 9.5550(4)(a) and (b) may be adjusted if the proposal achieves the following: <br /> <br />1. Supports a pedestrian-friendly street environment by minimizing the visual and safety impacts of <br />garages, parking areas, and vehicle circulation areas. <br /> <br />Response: The proposed middle housing land division and fourplex design supports a pedestrian-friendly street environment that <br />minimizes the visual and safety impacts of vehicular areas – both moving and stationary, in the following ways: <br /> <br />1. Each dwelling unit of the proposed fourplex has direct and visually clear access to the Chase Street public sidewalk and the <br />edge of the subject lot. <br /> <br />2. Each dwelling unit provides off street parking options in the attached garage, set back 40’ from the front property line where <br />only 18’ is typically required. This distance also mitigates pedestrian safety by providing good vision clearance to the <br />sidewalk. <br /> <br />The direct route from the front door of each dwelling unit and sufficient distance to the public sidewalk in the Chase Street cul-de-sac <br />mitigates safety issues. Further, visual impacts are mitigated by setting the garages back from the front property line more than twice <br />the length that is required by the Code. Landscaping around the pedestrian and vehicular areas can be provided to further mitigate <br />the visual impacts of the paved areas. <br /> <br />2. Consistency with EC 9.8030(28). <br /> <br />(28) Public Access Required. The public access requirement of 9.6735(2) may be adjusted if the site developer <br />demonstrates any of the following: <br /> <br />Response: This middle housing land division proposal complies with the public access requirements of EC 9.6735(2) in accordance <br />with EC 7.420; an adjustment to these standards is not being requested. <br /> <br />
