<br /> <br /> 4 Slocum TIA April 22, 2025 <br /> BACKGROUND <br />1.1 SITE INFORMATION <br />The site is located on Chad Drive at Tax Lot 104 of Assessor’s Map 17-03-16-43. The site is <br />approximately 6.66 acres and is currently vacant. The site is zoned E-1 Campus Employment. <br />Figure 1 provides a vicinity map depicting the site location. <br />1.2 DEVELOPMENT PROPOSAL <br />The applicant is proposing a 41,500-square-foot medical facility. The building will be located <br />near the center of the site. There will be parking along the north, west, and eastern side of the <br />building and a drive aisle/delivery aisle to the south of the building. Appendix A contains the <br />site plan. <br /> <br />There is currently no defined access to this site. The site is a flag lot with access to Chad Drive. <br />The site access will occur via the flag lot connection to Chad Drive. The access is proposed as <br />one lane entering and one lane exiting and will be constructed as per the City of Eugene <br />standard driveway design. <br /> <br />1.3 SCOPE OF ANALYSIS <br />The traffic study is performed in accordance with the City of Eugene Traffic Impact Analysis <br />standards and criteria as defined in Administrative Order 58-02-02F. The Scope of Work <br />coordinated by Sandow Engineering and the City of Eugene, included in Appendix B, <br />establishes evaluation criteria for off-site impacts. As demonstrated later in this report, the AM <br />and PM peak hours will have 50 or more trips added to adjacent intersections at the following <br />locations. <br />• Site Access at Chad Drive <br />• Coburg Road at Chad Drive <br />• Coburg Road at Beltline WB Ramps <br />• Coburg Road at Beltline EB Ramps <br />• Chad Drive at Shadow View Drive <br /> <br />Traffic analysis is performed for the weekday 7:00 AM to 9:00 AM and weekday 4:00 PM to <br />6:00 PM time periods. The operational analysis is performed for the studied intersections for <br />the existing year conditions (year 2025), for the year of opening (year 2027), and for a 5-year <br />planning horizon (year 2032), with and without the proposed development. <br /> <br /> <br /> <br /> <br /> <br />
