Blackhawk LLC May 7, 2025 <br />VA Facility Partition <br />Partition Tentative Application <br /> <br /> <br /> <br /> <br /> <br />Cameron McCarthy INITIAL SUBMITTAL 2 <br />2.0 DESCRIPTION OF PROPOSAL <br />2.1 Overview <br />Blackhawk LLC (“Blackhawk”) and Parker Development Services, the “applicant,” request partition <br />approval to enable the construction of a Veterans Affairs (VA) facility on the parcel to be created by <br />the partition. <br />Figure 1. Site Plan <br /> <br />2.2 Background <br />Blackhawk and Parker Development Services are working with CDC Management and Chambers <br />Investors to acquire property in North Eugene for the purpose of developing a VA facility. The <br />subject property (“subject site”) is 10.12 acres in size, located on Chad Drive, west of Cumberland <br />Drive, and is identified on Map No. 17-03-16-00 as Tax Lot 03702. The subject property is <br />designated E-1 Campus Employment by Eugene’s Zoning Map (Figure 2) and Campus Industrial by <br />Eugene’s Land Use Designation Map (Figure 3). <br />Blackhawk plans to partition the subject property into two lots as part of its acquisition of the <br />northeast portion of the property. The resulting lot created by the partition is approximately 2.30
