Dear Planning Staff, <br />We are submitting this statement in response to your request for clarification on the proposed use <br />of our facility located in the E-2 Mixed Use Employment zone. Specifically, we were asked to <br />identify the permitted use category within Table 9.2450 of the Eugene Code that most closely <br />aligns with our intended operations. <br />Description of Proposed Use <br />The proposed facility will provide aquamation services exclusively for pets, offering a modern <br />and environmentally sustainable alternative to traditional pet cremation. The process, formally <br />known as alkaline hydrolysis, uses a water and alkali solution in a fully enclosed system to <br />accelerate the natural decomposition of pet remains. The facility will be entirely enclosed, <br />produce no emissions, and operate without any public-facing component (e.g., no ceremonies or <br />viewings). <br />Alignment with Permitted Uses in E-2 Zoning <br />While aquamation is not explicitly identified in the zoning code, we believe it most appropriately <br />aligns with the following permitted uses under EC 9.2450: <br />1. Light Manufacturing (Permitted Use) <br />The aquamation system involves specialized, enclosed processing equipment and internal <br />handling of alkaline solutions. This operation is comparable to other light manufacturing <br />activities permitted in the E-2 zone, such as: <br />• Chemical, Drug, and Cosmetic Product Manufacturing <br />• Cleaning and Dyeing Plants <br />These are precedent examples of controlled, indoor processes that involve the handling of <br />materials or chemical compounds in ways similar to aquamation. <br />2. Precision Medical and Scientific Equipment Manufacturing (Permitted Use) <br />Listed in the code as: <br />“Precision Testing, Medical, Optical, Surgical, and Dental Goods” – Permitted (P) <br />The aquamation process relies on medical-grade equipment designed for precise, sterile, and <br />enclosed processing. This is functionally and operationally similar to the manufacture or use of <br />medical and surgical instruments, which are specifically permitted within the E-2 zone. <br />3. Scientific and Educational Research Center (Permitted Use)
