February 18, 2025 Public Hearing – Item 4 <br />Funding The shelter initiative under this Ordinance was initially funded with a combination of one-time City general fund enabled through a direct federal American Rescue Plan Act (ARPA) allocation, a State Grant for shelter operations, and an ARPA pass through grant from Lane County. Prior to Fiscal Year 2024 (FY24), these dollars funded shelter operations (site management and infrastructure); Lane County supported limited services at sites through separate contracts with additional providers. Through the combination of All In funds, limited one-time existing grant funds, and operational efficiencies, these shelters have funding to operate through at least June 30, 2025. For FY24 and Fiscal Year 2025 (FY25), the state’s All In resources have funded two sites operating under this Ordinance (410 Garfield and Tom Campbell at Chase Commons). During this same period, limited one-time existing grant funds are being used for the 310 Garfield vehicle site that is not eligible for State All In under current eligibility requirements. The City continues to advocate for additional and ongoing All In state shelter funds to supplement limited one-time grant funds. The City is also part of a joint effort requesting the Legislature create the Safe Temporary Emergency Placements Program (STEP) to a) expand state funding eligibility, and b) increase shelter funding to support STEP shelters, the combination of which could enable funding for existing vehicle and alternative shelter spaces in Eugene and across the state through Fiscal Year 2027 (FY27). <br />Extension of Ordinance The City-supported shelters that operate under this ordinance have been an important tool in our community’s response to homelessness. The community benefits from the 167 current spaces operating under this ordinance that are available for people who would otherwise be unsheltered, and those site occupants stand a much better chance of gaining stability and housing because of these shelters. The proposed, amended ordinance is included in Attachment A. Council approved the original ordinance on April 28, 2021, to establish the Safe Parking and Safe Tent sites. <br />RELATED CITY POLICIES <br />Strategic Plan Extending the sunset date for the ordinance aligns with Council’s key focus area: <br />Urgent Community Needs—mitigating the impacts of homelessness. It further aligns with Council's desired outcome related to increased access and options to housing and shelter. <br />Housing Implementation Pipeline (HIP) <br />Goal Related to City-supported shelter site spaces: Expand the number of City-supported shelter spaces under this ordinance to a total of 500 in the first year of the HIP (Fiscal Year 2023(FY23)). Significant new funds would be necessary to develop and operate additional sites to meet this goal. Development and operation of the sites that Council approved prior to the start of the HIP period absorbed the City’s one-time funds for new shelter of this type and resulted in 241 spaces under this ordinance established prior to March 2023, of which 167 continue to operate under this ordinance. The current focus is on maintaining existing shelter and stabilizing ongoing operating funds for the existing sites. <br />CC Agenda Page 64
