<br />February 18, 2025 Public Hearing – Item 3 <br />requires the City to apply water quality standards to new development and redevelopment projects that create or replace 1,000 square feet of impervious surface, with some exemptions. An exemption for lots created before 2014 is not one of the listed NPDES permit exemptions. The NPDES permit and the proposed Code amendments provide exemptions and off-site alternatives to the construction of on-site stormwater facilities based on hydrologic, geologic or land use constraints. More information regarding this issue can be found in the staff memorandum to the Eugene Planning Commission at Attachment C to this AIS. <br /> <br /> <br />RELATED CITY POLICIES The City Council adopted the Comprehensive Stormwater Management Plan (CSWMP) in 1993, which was a refinement to the Metro Plan. The CSWMP is the policy guidance for the City’s stormwater program. Stormwater Development Standards are a component of the CSWMP. <br />• Goal 1, Policy 1.2 calls to implement and enforce water quality standards for new development The Climate Action Plan 2.0 (CAP 2.0), adopted in 2020, is the policy guidance for climate action and mitigation. Stormwater Development Standards are listed as a Resiliency component of the CAP 2.0. <br />• Action R5 calls for implementing CSWMP <br />• Action R29 calls for rain and stormwater gardens in public areas and stakeholders lands The Eugene Springfield Hazard Mitigation Plan, most recently updated in June 2020, is the policy guidance for mitigating natural hazards and disasters. The Hazard Mitigation Plan lists stormwater standards review and system plan update as part of mitigation planning. The City of Eugene 2023 – 2026 Strategic Plan: Related to the goal of Urgent Community Needs, stormwater management helps advance climate action and community resilience to natural and human-caused disasters. <br /> <br /> <br />PREVIOUS COUNCIL DIRECTION July 22, 2024 Meeting Council approved initiation of Land Use Code Amendment for Stormwater Development Standards on Consent Calendar 1 on July 22, 2024. Councilor Keating, seconded by Councilor Groves, moved to initiate code amendments for Stormwater Development Standards. <br />Passed 8:0 <br /> January 27, 2025 Work Session At this work session, staff presented the history of Eugene’s Stormwater Development Standards, why the amendments are being proposed, the proposed code amendments and the Planning Commission process. <br />CC Agenda Page 12
